Sempra Energy, Saudi Aramco Units Ink IPPA for Port Arthur LNG Export Facility
Sempra LNG and Aramco Services Company, subsidiaries of Sempra Energy and Saudi Aramco, have signed an interim project participation agreement (IPPA) for the Port Arthur LNG export project under development in Jefferson County, Texas.
The IPPA follows a heads of agreement announced in May last year for the purchase of 5 million tons per annum (Mtpa) of liquefied natural gas (LNG) and a 25% equity investment in the Port Arthur LNG project.
"Today s announcement is a reflection of the growing alignment between our companies interest in the overall success of the Port Arthur LNG project," Jeffrey W. Martin, chairman and CEO of Sempra Energy, said.
"The global demand growth for LNG is expected to continue in the coming years, and we see significant opportunities in this market. This agreement with Sempra Energy is another step forward for Saudi Aramco s long-term gas strategy," Amin H. Nasser, Saudi Aramco s President and CEO, commented.
As informed, the initial phase of the Port Arthur LNG project is fully permitted and it is expected to include two liquefaction trains, up to three LNG storage tanks and associated facilities to enable the export of approximately 11 Mtpa of LNG on a long-term basis.
In 2019, Sempra LNG initiated the Federal Energy Regulatory Commission pre-filing review for a subsequent potential expansion of the proposed project that would add two additional liquefaction trains for a total export capacity of approximately 22 Mtpa of LNG.
"Port Arthur LNG is expected to play a critical role in helping shape the future of global energy trade," Martin pointed out.
The definitive agreements in the Port Arthur LNG export project remain subject to finalization and corporate approvals by each party in its sole discretion before they are executed. Each party s ultimate participation in the Port Arthur LNG export project also remains subject to the execution of related agreements and the fulfillment or waiver of certain conditions precedent contemplated by these agreements.
Port Arthur LNG is one of Sempra LNG s five strategically located LNG development opportunities in North America and is in line with Sempra LNG s goal of developing the LNG infrastructure needed to export 45 Mtpa of clean natural gas to the global LNG market.

Carnival Cruise Ship Discharges Grey Water at Port Canaveral
A cruise ship operated by Carnival Cruise Line spilled grey water from non-sewage waste water systems at Port Canaveral, Florida, on January 2, 2020.
The incident occurred as the 71,909 GT ship suffered a grey water valve issue, according to the cruise company.
"Last Thursday at Port Canaveral, while Carnival Elation was discharging water from its ballast systems which helps stabilize the ship for navigational purposes, a grey water valve failed and unintentionally discharged grey water from non-sewage waste water systems," a spokesperson for Carnival told World Maritime News, explaining that no sewage was discharged.
The spokesperson added that the issue was "addressed and resolved by shipboard personnel and all appropriate authorities were notified."
Carnival Elation was cleared and sailed on its scheduled four-day cruise Thursday afternoon.
Built in 1998, the Fantasy-class cruise vessel is homeported at Port Canaveral, along with two other Carnival vessels.

Cosco Boxship Hit by a Fire
A fire broke out on board Cosco Pacific, a very large containership owned by Cosco Shipping, while the vessel was underway from Port Klang, Malaysia to the largest container port in India, Nhava Sheva Port on January 4, 2020.
As informed by COSCO in a customer advisory, the fire, which broke out in one of the 10,000 TEU ship s cargo holds, has been put under control. However, the extent of the damage is unknown.
There have been no injuries reported to the ship s crew.
Due to the fire, the Chinese-flagged ship was diverted to Colombo for inspection of the cargo and safety of the ship.
The affected cargo is likely to be unloaded at the port, where some of it may be retained, the company said.
The suspected cause of the fire is reported to be misdeclared or undeclared dangerous goods.
The incident is expected to cause delays and schedule interruptions on the boxship s trade route between China and India.

Wartsila Scrubber Wins Type Approval in China
Wartsila s exhaust gas cleaning (EGC) system has received a Type Approval from the China Classification Society (CCS), the Finnish technology company said.
The approval comes after Chinese shipbuilder Dalian Shipbuilding Industry ordered the system for installation onboard the New Treasure, a new very large crude carrier (VLCC).
The ship is being built for Associated Maritime of Hong Kong, part of the China Merchants Energy Shipping (CMES) group, the largest VLCC owner in China.
As explained, the approval marks a significant breakthrough for the Wartsila system in the Chinese market.
According to Wartsila, full-scale testing was carried out after the system s shipboard installation was completed, and the relevant data was reviewed and reported by Dalian Maritime University, as an independent third party. The process involved a review of the design, and a check of the fabrication of the scrubber tower itself to verify that it is in accordance with all the CCS class and quality requirements.
"Having CCS Type Approval now means that this product can be installed on any CCS class ship without the need for further emissions testing," Jan Othman, Director, Exhaust Treatment, Wartsila Marine, commented.
The order for the Wartsila system was placed in August 2018, and the equipment was delivered to the yard in July 2019.

Developments in Maritime Sanctions Actions Signal US Enforcement Policies
For those who have been tracking the COSCO (China Ocean Shipping Co.) Iran-related shipping sanctions, on December 19th, the US extended General License K-1 until February 4, 2020. Until then, US companies who were previously (before September 24, 2019) engaged directly or indirectly with COSCO Shipping Tanker (Dalian) Co. or its subsidiaries are authorized to pursue transactions that are necessary and incident to the "maintenance" or "wind-down" of those contracts.

Norden Bets on Tankers as It Sets Sights on IMO 2020 Opportunities
