Seaborn Completes Ice Model Hull Test for New Expedition Ship
Cruise line Seabourn, part of Carnival Corporation, has marked another milestone in the construction of its new expedition ship, Seabourn Venture, with the completion of ice model testing for the ship s PC-6 rated hull.
The testing comes ahead of the keel laying for Seabourn Venture scheduled for December.
As explained, the testing, completed at an indoor testing basin at Aker Arctic in Finland, provides a means of ensuring Seabourn Venture s hull design will perform as intended in the ice conditions it may encounter. A ship rated to PC-6 Polar Class standards is capable of summer & autumn operation in ice conditions in Antarctica, the Arctic, and other destinations.
"We know that Seabourn Venture will deliver on the expedition experiences we re creating after seeing this series of tests completed," Robin West, vice president of Expedition Operations for Seabourn, commented.
According to the company, visualizing the way ice might behave in relation to the hull is a critical part of the design and build process for ships that will routinely operate in areas of the world where ice is common. During the ice testing series, a scale model mock-up of the ship s hull is connected to a test carriage where maneuvering and operational tests can be conducted while team members look on through a series of viewing windows.
Seabourn Venture is scheduled to launch in June 2021, with a second yet-to-be-named sister ship slated to launch in May 2022. To reach some of the most remote destinations in the world, each ship will be constructed with the hardware and technology necessary to operate capably.
In addition, the ships will be able to operate with a high level of autonomy, which will allow them to travel farther than many ships sailing today.

Vopak to Build, Operate New Terminal in Texas
Dutch tank storage company Royal Vopak has been selected by Gulf Coast Growth Ventures (GCGV), the petrochemical joint-venture between ExxonMobil and SABIC, to design, build, own and operate a new industrial terminal on the U.S. Gulf Coast.
The terminal will be dedicated to serving the planned 1.8 million tonnes per year ethane cracker.
As explained, the new Vopak terminal will handle all liquid products moved by marine vessels.
The total capacity will be around 130,000 cbm tankage and will include pipelines connecting the terminal to the cracker complex.
"We re very excited to support GCGV with this major industrial development in the U.S. This new terminal fits well into our growth strategy for industrial terminals," Eelco Hoekstra, Chairman of the Executive Board and CEO of Royal Vopak, commented.
Vopak s industrial terminal and associated infrastructure are expected to be operational consistent with a planned start-up by 2022. Covered with a long-term agreement, the investment is said to be aligned with Vopak s strategy to focus on industrial terminals and service the chemical industry.

NextDecade Gets US Approval for Rio Grande LNG Export Facility
The US Federal Energy Regulatory Commission (FERC) has issued an order authorizing the siting, construction and operation of NextDecade s proposed Rio Grande liquefied natural gas (LNG) export facility in Texas and the associated Rio Bravo Pipeline.
The 984-acre facility will be located in the Port of Brownville and have a total capacity of 27 million tons per annum.
The LNG terminal site would be able to receive and load up to two vessels simultaneously. Once the facility becomes operational, about 312 LNG carriers would call on the terminal per year - about six LNG carriers per week.
"Issuance of the FERC order marks an extremely important milestone for our project," Matt Schatzman, NextDecade s Chairman and Chief Executive Officer, said.
"We appreciate the comprehensive and rigorous review of our project conducted by the FERC and numerous other federal, state and local agencies over the last four and a half years."
NextDecade currently anticipates finalizing important commercial milestones during the fourth quarter of 2019 and the first quarter of 2020, prior to an anticipated final investment decision (FID) in the first quarter of 2020.
Construction of the facility is expected to commence shortly after FID with commercial operations slated for late 2023.

NYK, Dualog to Develop Cyber Risk Management System for Ships
Japanese shipping company NYK and Norway-based maritime digital platform provider Dualog have signed a long-term industrial research and development project agreement that would receive support from the Norwegian government fund.
The agreement will see the development of digitized products and services across a testbed of 50 vessels with a view to eventually being rolled out across the NYK s fleet of 250 ships.
Innovation Norway, a governmental instrument for innovation and development of Norwegian enterprise and industry, will fund the project over the next two years.
Back in 2017, NYK and Dualog entered into a strategic partnership focused on pushing the boundaries for automation, the Internet of Things (IoT), and Big Data analysis. The partners have been developing data-sharing between ship and shore. In addition, they have launched a new Cepa Shield project that focuses on cybersecurity.
As explained, it will be possible to apply the cyber risk management system developed by the Cepa Shield project to all NYK-operated vessels, providing multiple layers of risk management.
When a cyber-attack comes from the outside, these features will help NYK to grasp from shore the condition of each vessel against the attack. NYK can then remain aware of any ships subject to a concentrated attack and in need of immediate protection.
The system will collect a variety of traffic information such as accessing servers from each application service. These will be merged into a monitoring system that will make it easy to determine what is going on and make it easier to take action if necessary.
"What we will be achieving is controlling communication at a new level, regarding protocols and security, but also in the way we will integrate different communications equipment onboard ship," Morten Lind-Olsen, CEO of Dualog, said.
"We will also look at the way we want to dynamically control the bandwidth so we can undertake traffic shaping between different services."

Grimaldi RoRo Ship Catches Fire off Italy
A roll-on/roll-off (RoRo) ferry operated by Italian Grimaldi Group caught fire off the coast of Livorno on November 21.
At the time of the incident, the 20,198 GT Eurocargo Trieste just left the Port of Livorno and was en route to the Port of Savona, Italy.
The fire started in the ship s engine room, activating the fire extinguishing system, according to Vigili del Fuoco, the country s agency for fire and rescue service.
The 1997-built Eurocargo Trieste, which was some three miles off Livorno when the fire broke out, was towed closer to the coast. Local firefighting teams managed to subsequently put out the fire.
No injuries have been reported, Vigili del Fuoco added.
World Maritime News contacted Grimaldi for more details on the matter, however, the company is yet to reply.
This is another in a number of fire-related incidents involving Grimaldi s vessels that occurred in the past few months. In March, the fire-stricken Grande America sank west of the French coast after it developed a starboard list.
In April, a fire broke out on board the RoRo ship Grande San Paolo after it was hit by a runaway truck in Brazil. In addition, the Grimaldi Group-operated car carrier Grande Europa caught fire off Spain in May this year.

European Commission to Extend Liner Consortia Block Exemption

Ship Recycling Transparency Initiative Welcomes Louis Dreyfus Co
The Netherlands-based cargo owner Louis Dreyfus Company (LDC) has joined the Ship Recycling Transparency Initiative, a cross-sectoral coalition calling for increased transparency around ship recycling practices.
"By signing up to the SRTI, LDC expresses its expectation for transparency and responsible ship recycling," Andrew Stephens, Executive Director of the Sustainable Shipping Initiative that hosts the SRTI, said.

DIF, Geogas, Access Capital to Invest in LNG Newbuild Quintet
Infrastructure fund manager DIF Capital Partners has teamed up with shipowner Geogas Maritime and capital market company Access Capital Partners to invest in the LNG carrier quintet.
DIF, through its DIF Core Infrastructure Fund I, has signed final documentation with the latter two parties for the acquisition of a 50% stake in a France-based company that will own and operate a fleet of five to-be-built LNG carriers.

Yemen s Houthi Group Releases Seized Vessels
After completing legal procedures, Yemen s Houthi rebels have released sixteen crew members and three vessels seized south of the Red Sea on Sunday.
Of the freed ships, two were Korean and one Saudi Arabian, the South Korean Ministry of Foreign Affairs said in a statement.

Port of Hamburg - striking growth in first three quarters
For Germany s largest universal port, seaborne cargo handling in the first nine months of 2019 proved highly satisfactory. The growth trend evident since the beginning of the year was maintained. With seaborne cargo throughput up 3.2 percent at 104 million tons, growth in Hamburg clearly exceeded the figures from its major competing ports in Northern Europe.
