Third New ECO VLCC Delivered to Hunter Tankers
Hunter Tankers, a part of Hunter Group ASA, took delivery of the newbuilding very large crude carrier (VLCC) Hunter Laga on November 1.
The vessel is the third of seven identical ECO design VLCC newbuildings being built at South Korea s Daewoo Shipbuilding & Marine Engineering.
According to the sale-and-leaseback transaction revealed in early September 2019, Hunter Laga was subsequently delivered to and immediately bareboat chartered back from Ship Finance International Limited.
The ship will join Hunter Atla and Hunter Saga in the Tankers International Scrubber Pool, and will start trading in the spot market.
The remaining four units are scheduled for delivery between March and July 2020.
All seven of the company s VLCCs "are built to the highest standards and will be fitted with scrubbers," Hunter Tankers said.

Singapore Arrests 11 Men for Illegal Transaction of Marine Fuel
Singapore s Police Coast Guard (PCG) has arrested eleven men, aged between 31 and 52, for their suspected involvement in an illegal transaction of marine gas oil (MGO).
The joint operation with the Maritime and Port Authority of Singapore (MPA) was carried out on October 30, 2019.
As informed, the PCG arrested six crew members of a craft belonging to a marine service provider and another five crewmen of a foreign-registered tugboat for the illegal transaction of MGO at the sea off Northern Tuas.
Preliminary investigations revealed that the crew members of the marine service provider s craft misappropriated the MGO and sold it to the crew members of the foreign-registered tugboat.
The tugboat was seized for investigations.
The six seafarers of the craft owned by the marine service provider will be charged in court with criminal breach of trust as servant and the five tugboat workers will be charged in court with dishonestly receiving stolen property on November 1, 2019.
According to Singapore s law, anyone convicted for criminal breach of trust as servant shall be punished with an imprisonment term which may extend to fifteen years and shall also be liable to a fine. In addition, anyone convicted for dishonestly receiving stolen property shall be punished with an imprisonment term that may extend to five years, or with fine, or with both.

Two Killed, One Missing after Explosion on Russian Tanker
Two people died and another person is missing following an explosion on board a Russian tanker in the country s Far Eastern Nakhodka Bay.
The incident involving the Zaliv Amerika vessel occurred in the morning hours (local time) of November 2, 2019, according to a statement issued by the Russian Far Eastern Prosecutor s Office.
Specifically, the ship s cargo tank exploded while the 3,300 dwt bunkering tanker was anchored in the bay, awaiting approval to dock. Zaliv America was in ballast at the time, not carrying any cargo, Nayada, the vessel s operator, confirmed in a separate statement.
No blaze and no oil spill were detected, Nayada added.
The remaining nine of twelve crew members aboard Zaliv America were not injured, the bunker company further said.
An investigation into the causes of the incident has been launched.
The 3,550 cbm tanker, built in Denmark in 1989, remains moored at the pier in the seaport of Nakhodka.

Greek Company Denies Involvement in Massive Oil Slick off Brazil
Greek ship manager Delta Tankers has denied its involvement in an oil spill off the coast of Brazil that has kept the country s response agencies busy over the past two months.
Brazilian authorities said on November 1 that Greek-flagged crude oil tanker Bouboulina, carrying Venezuelan crude, was responsible for the spill.
Delta Tankers denied this, saying that a full search of the material from the cameras and sensors that all their vessels carry as part of their safety and environmental policies, revealed no proof that the Bouboulina could be responsible for the spill.
"There is no proof of the vessel having stopped, conducted any kind of STS operation (ship to ship), oil leaked/spilled, slowed down or veered off course, on its passage from Venezuela to Melaka, Malaysia," the company said.
The company added that it would share its materials with Brazilian authorities, should they contact the company, noting that no contact had been made so far.
The oil spill, that is estimated to have taken place on July 28-29, affected 2,500 km of Brazil’s coastlines, hitting at least 120 locations in 77 municipalities. Brazil’s environmental agency IBAMA earlier stated that the substance was ‘crude oil’ of a type that is not produced in Brazil.

Panama Canal, AMP Upgrade Maritime Single Window
The Panama Canal and the Panama Maritime Authority (AMP) upgraded their Panama Maritime Single Window System (VUMPA).
The parties explained that the joint effort would "not only further optimize national maritime procedures required for international vessels visiting Panama, but also demonstrates how technology can be leveraged to improve efficiency and reduce carbon dioxide emissions in the logistics industry."
Launched in 2017, VUMPA is an online platform that automates information-sharing between Panamanian agencies involved in processing the reception and departure of ships, streamlining international maritime transportation at Panamanian ports.
Core updates to VUMPA aim to improve the accuracy of cargo declarations for partnering shipping lines, as well as risk assessments conducted by Panamanian authorities.
Additional enhancements include the implementation of a privacy policy, visualization of documentation submitted through the ship inspection system, creation of electronic alerts based on cargo type, inclusion of waste management reports and specific requirements from key Panamanian authorities, which can be accessed by Port State Control inspectors.
It is estimated that VUMPA has already reduced the need for more than 300,000 paper forms and documents, improving the efficiency and carbon footprint of transshipment procedures and saving up to 3,260 hours on an annual basis, the Panama Canal Authority explained.
"These upgrades will continue to help reduce costs, optimize itineraries and improve transparency and productivity, while providing substantial time savings to maritime customers taking advantage of Panama s logistics offerings."

Italian Aframax tanker Master medevac, France
Master of Italian Aframax tanker NEVERLAND DREAM broke his leg in the afternoon Nov 2, understood he lost balance because of tanker rolling in stormy weather, according to Quest France report. Tanker en route from USA to Rotterdam was sailing west of Brest in Celtic sea. MRCC CROSS Corsen sent helicopter and a plane, Master was airlifted in challenging weather conditions, and transferred to hospital. Tanker continued her voyage.

Chabahar Port Operations Rise 50%
Chabahar Port handled a total of $800 million worth of commodities in the last fiscal year (March 2018-19) to register a 50% growth compared with the year before, according to the director of Commerce Department of Chabahar Free Zone Organization.
Noting that the port is offering a range of facilities for importers, including discounts on customs duties, Ali Rajabi added that 20 hectares of warehousing facilities are under construction in Chabahar.

NY-NJ container gateway readying to keep ahead of Long Beach
For the first time this year, the Port of New York and New Jersey has became the second largest container gateway to the U.S. And the port is making investments to ensure it will retain a top spot in maritime freight in the years to come.
Through August, NY-NJ has handled 4.995 million twenty-foot equivalent units (TEUs), compared with 4.971 million at Long Beach. Los Angeles remains the No. 1 gateway with 6.31 million TEUs handled over the same time.

Iraqi protesters and security forces clash, keep Umm Qasr port closed
Thousands of protesters were blocking all roads leading to Iraq s main Gulf port Umm Qasr on Saturday, after security forces used live rounds and tear gas on them overnight, security sources said.
Operations at the port have been at a complete standstill since Wednesday, after protesters first blocked its entrance on Tuesday.

China iron ore port stocks fell amid steelmakers restocking
Inventories of iron ore across Chinese ports declined this week, as steel mills in the top steelmaking hub of Tangshan stepped up their purchases amid temporary anti-smog curbs on road transport after the week-long National Day holiday in early October.
SMM data showed that iron ore stocks across 35 Chinese ports decreased by 2 million mt from a week ago to 116.79 million mt as of November 1, 15.71 million mt lower than a year ago.
