International shipping associations and OCIMF reduce 'High Risk Area' for piracy in the Indian Ocean
The Round Table of international shipping associations plus the OCIMF, representing the global shipping and oil industry have announced that the geographic boundaries of the 'High Risk Area' for piracy in the Indian Ocean have been reduced, with new advice issued to merchant ship operators.
The High Risk Area reflects the area where the threat from piracy exists, whilst recognising the ongoing containment of pirate attacks in the Indian Ocean.
The industry group of shipping and oil industry organisations (BIMCO, International Chamber of Shipping (ICS), INTERCARGO, INTERTANKO and the Oil Companies International Marine Forum (OCIMF)) responsible for setting the High Risk Area emphasised that a serious threat remains despite the reduction to the area's geographic boundaries and that correct reporting, vigilance and adherence to the 5 th edition of the best management practice (BMP5) remains crucial.
The reduction to the High Risk Area takes full account of recent shipping industry experience, pirate intent and capability and follows extensive consultation with nations, collations and military naval forces, including Combined Maritime Forces, EUNAVFOR and the United Kingdom Maritime Trade Operations (UKMTO), which continue to provide vital advice and protection to shipping. The regional UKHO Maritime Security Chart, Q6099 will be updated by Notice to Mariners and a new version produced to reflect this changes which take effect from 01 May 2019.
The industry associations further emphasised that in view of the continuing threat of pirate attacks, shipping companies must continue to maintain full compliance with BMP5 and be vigilant in their voluntary reporting on piracy incidents, sighting of potential pirates, and any suspicious activity – as this provides crucial intelligence on risk levels in the area.

INSA lauds CBIC for permitting Indian-flag Vessels to make calls at Sri Lankan, Bangladeshi ports during EXIM, domestic services
Indian National Ship-owners Association (INSA) lauded the recent move by the Central Board of Indirect Taxes and Customs (CBIC) to permit Indian-flag vessels to make calls en route at Sri Lankan and Bangladeshi ports during their EXIM and domestic services.
Anil Devli, CEO - INSA has written to Finance Minister Arun Jaitley, thanking him for the leadership provided for this reformative step. In his letter to Jaitley, Devli said the move will help Indian-flag vessels engaged in the shipping of both the EXIM and domestic cargo on the Indian coast, including between the East and West coast of the country, to make optimum use of their space and reduce the cost of transportation for all including the trade. This would go a long way in encouraging modal shift from cargo from road and rail to sea.
A circular issued by CBIC in this regard mentions that INSA had approached the central body to grant permission to Indian ships to carry out voyages carrying mixed cargo, both EXIM and domestic.
"Earlier, Indian vessels were not permitted to make calls into foreign ports despite such ports were en route on Indian ships domestic services between the East and West coast ports of India. Thus, Indian ships engaged on such trades were unable to make optimum use of their space and were incurring the higher cost of transportation on both the EXIM and domestic coastal cargoes," Devli said.
In the letter to the Finance Minister, Devli also thanked the CBIC and its all concerned officials for the move that will benefit the industry and the country. "We are certain that this reform will greatly assist not only the Indian shipping industry but also the trade and users of the coastal transport services within India," he said.
It may be recalled that the Sea Cargo Manifest and Transhipment Regulations, 2018 provided for the procedures for the transit of coastal goods through the foreign territory of Sri Lanka and Bangladesh. These regulations envisaged a completely automated platform for the movement of coastal goods through the designated foreign territory or
otherwise.
The procedure for the transit of imported as well as indigenous goods through foreign territory had already been laid down in Transportation of Goods (Through Foreign Territory) Regulations, 1965. However, unlike the Sea Cargo Manifest and Transshipment Regulations, 2018, the country names, that is, Sri Lanka and Bangladesh were not
specifically mentioned.
While the procedure for movement of imported goods/export goods is streamlined, certain difficulties had been expressed in the case of movement of coastal goods through foreign territory, more so where the coastal cargo is non-containerised. These difficulties mainly related to documentation as such goods were required to follow the procedures prescribed for coastal goods as well as the procedures in Transportation of Goods (Through Foreign Territory) Regulations, 1965. CBIC's latest circular will harmonize the processes making it easier for Indian flagships to ensure optimum capacity utilisation and help develop a level playing field vis-a-vis foreign flag ships.

OWC, TCE Targets Offshore Wind in India
UK-based Offshore Wind Consultants (OWC) and Tata Consulting Engineers Limited (TCE) have signed an agreement to partner up for upcoming projects in the Indian offshore wind sector.
Under the agreement, OWC and TCE will combine its powers to deliver engineering and project management services to Indian offshore wind developments, said the globally focused specialised consultancy providing independent services to the offshore wind industry.
OWC, which is part of Oslo-listed energy consultancy group Aqualis ASA, is an independent engineering consultancy focused on the development and realisation of offshore renewables technology and projects.
Last year, the Indian government defined some highly ambitious future goals for its domestic offshore wind capacity, with plans to launch the leasing of 1GW of prospective capacity off Gujarat later this year.
"We believe we can play an important part in assisting India realise this. We have been involved with offshore wind developments all over the world and our partnership with a major domestic company such as TCE will give international and local developers looking to this market their required range of technical and project management consultancy support to first bid successfully, then develop and realise their offshore wind projects in India," says John MacAskill, business development director at OWC.
TCE is a leading engineering consultant operating in the sectors of energy, infrastructure and process. TCE has engineered more than 140 GW of aggregate installed energy (thermal, nuclear, hydro and renewables) capacity across the globe.
India is poised to increase its energy consumption due to demographic expansion plus increased urbanisation and demand for mobility. Offshore wind is expected to be part of this solution. Last summer, India set a goal of adding 5 GW of offshore wind capacity by 2022 and 30 GW by 2030. An expression of interest for the country's inaugural offshore wind park near Gujarat, issued last April, attracted 35 responses from both domestic and international companies and consortia.
OWC is part of Oslo-listed Aqualis ASA, an energy consulting group providing consultancy services to the offshore renewables, oil and gas as well as the maritime and shipping industries globally.

Berge Bulk Adds Capesize Berge Logan to Fleet
Singapore-based vessel owner and operator Berge Bulk has received the 327-meter-long bulk carrier Berge Logan from China s Guangzhou Shipyard International.
The company said that Berge Logan is the latest Capesize to join its fleet after Berge Bulk bought four Zosco-owned second-hand capesizes and the previously NYK-owned Ocean Clarion late last year.
The newest vessel in the Singaporean company s fleet was delivered on February 28 and will sail under the flag of Isle of Man.
Following delivery, the 300,000 dwt ore carrier will make its maiden voyage to Brazil.
Berge Bulk said that the vessel, named after Canada s highest mountain, is very similar in design to Berge K2, Berge Makalu and Berge Annapurna. Berge Logan is different from these three ships in that it has a slightly larger draught and a modified layout of the hull.

Greek Flag Drops Another 52 Ships, No Longer Largest in Dwt Terms
Over the previous year, the Greek-controlled fleet slightly deflated in terms of number of vessels, deadweight and gross tonnage, while the Greek flag is no longer the largest in terms of dwt.
As of March 6, 2019, Greek companies controlled 4,017 vessels of various categories, totaling 339.54 million dwt and 198.16 million gross tons. According to data provided by IHS Markit, the numbers represents a drop of 131 vessels, 2.37 million dwt and 1.12 million gross tons from a year earlier.
Only 17 percent of these units were registered in Greece with the Liberia, Marshall Islands and Malta constituting the bulk of registries. The fleet registered under the Greek flag recorded a loss of 52 ships this year, now comprising 671 ships, of 68.26 million dwt and 39.98 million gross tons. The flag now represents 20.1% of the total dwt of the Greek owned fleet.
The Liberia and Marshall Island flags are at the forefront with 840 and 838 Greek-owned ships, respectively, on their registers. Compared with the data from last year, Liberia gained 16 ships and Marshall Islands 14 ships, while decreases have been recorded in the number of vessels under the Cypriot, Panamanian and Maltese flags, with losses of 26, 18, and 7 ships, respectively.
With regard to the order book, as to ship type, currently there are 36 oil tankers on order by Greek owners, 20 chemical and products tankers, 39 liquefied gas tankers, 49 ore and bulk carriers, and 12 container ships.
Finally, Greek parent companies represent 26.9 percent of the world tanker fleet and 15.5 percent of the ore and bulk fleet. Overall, the Greek owned fleet stands at 7.2 percent of the world fleet in terms of ship numbers, 15.9 percent in terms of dwt and 13.4 percent in terms of gross tons.

Two Bulkers Collide in Panama Canal, Investigation Launched
The Panama Canal Authority has launched an investigation into a collision involving two bulkers, which occurred in the morning hours of March 11.
According to media reports, the vessels in question are the 37,700 dwt, 2018-built SE Nicky, and the 63,400 dwt Iolaos, built in 2016.
The units, operated by Taiwan s Sincere Industrial and Greek Lavinia Corporation, respectively, made contact in front of the locks of Pedro Miguel, according to La Prensa.
However, the collision did not affect ship transits and both vessels continued their transit through the waterway. There were no reports of injuries to the vessels crews.
"After attending the case according to security protocols, and as dictated by the operating rules of the Panama Canal, an investigation has been initiated to determine the causes of the incident," the ACP said via social media.
The vessels were transiting in the same direction. Following the incident both SE Nicky and Iolaos sailed to Panama s Limon Bay Anchorage. AIS data provided by Marine Traffic shows that Iolaos is still anchored off Colon, while SE Nicky continued its voyage towards Port of Mobile, US.

Scorpio Bulkers Agrees to Sell Two Kamsarmaxes
Monaco-based dry bulk shipping company Scorpio Bulkers has entered into agreements to sell two Kamsarmax vessels.
The company said that the 2015-Chinese-built units were sold for USD 48 million to unaffiliated third parties. The vessels in question are the 82,000 dwt SBI Electra and 81,000 dwt SBI Flamenco.

Crewmember Missing as Barge Sinks off Dutch Coast
One crewmember was rescued while another one is still missing following the sinking of a barge off the Dutch coast city of Vlissingen on March 9.
According to the Royal Netherlands Sea Rescue Institution, the vessel was carrying sand and was en route from Rotterdam to the Sloehaven port.

Italian ConRo Ship Catches Fire off France, 27 People Evacuated
Twenty-seven people have been evacuated from a fire-stricken Italy-flagged roll-on/roll-off container (ConRo) vessel in the Bay of Biscay off the French coast, Maritime Prefecture of Atlantic said.
The 56,642 gross ton Grande America caught fire some 263 kilometers southwest of the Pointe de Penmarc h, south Finistere, on March 10, 2019.

Remote Surveys for DNV GL Classed Ships Now a Reality
All DNV GL classed vessels are now able to use the possibility of remote surveys for some inspections through the Veracity data platform, the classification society said.
This means that for a range of surveys, a DNV GL surveyor will not be required to travel to a vessel.

Incheon port to open regional office in Vietnam for business cooperation
