IMO body recommends Fleet Safety for GMDSS recognition
Fleet Safety from Inmarsat, a new service incorporating FleetBroadband and a Maritime Safety Terminal (MST) has been recommended for Global Maritime Distress and Safety System (GMDSS) recognition, after its performance was subjected to intensive review by a group of International Maritime Organization-appointed experts. The milestone recognition was confirmed at a Sub-Committee meeting on Navigation, Communications and Search and Rescue (NCSR) on 23rd February, where delegates acknowledged an International Mobile Satellite Organization (IMSO) experts technical review finding that Fleet Safety surpasses the requirements of resolution A.1001(25) initially for the MEAS region. NCSR will now recommend that the May 2018 meeting of the Maritime Safety Committee approves Fleet Safety as a recognised service to support the public service on which seafarers rely.

Indian Ocean is a bridge between Indonesia, Seychelles, special envoy says
Increasing maritime security, capacity building and developing the construction sector of Seychelles are areas of cooperation the Indonesian Special Envoy discussed with the island nation’s president.
Hassan Wirajuda, the special envoy, paid a courtesy call to President Danny Faure and Vice-President Vincent Meriton at State House, Victoria on Monday.
During discussions, the head of state of Seychelles highlighted the ongoing solidarity and excellent relations that have existed between the two countries resulting in a strong partnership.
"The founders of your country have helped push Africa to where we are today. You contribute towards peace by providing your men in uniform, who have sacrificed their lives and created the type of peace and stability that Africa wants," Faure said in the meeting.
Wirajuda told the press that "both your president and vice president are expecting us to work closely together on the issue of drugs."
The special envoy said that Indonesia is also a target of drug smuggling and "in the last months, our authority confiscated 1.6 tonnes of drugs being smuggled from countries north to us."
He outlined that equally important to preventing drug smuggling is the process of rehabilitation. This is an area that Seychelles' government is interested in.
"We need to do is to see the Indian Ocean not as an ocean that separates us but rather as a bridge to bring us closer," said Wirajuda.
Seychelles has an Exclusive Economic Zone (EEZ) of 1.37 million square kilometres which makes surveillance difficult.
"Your vice president mentioned the difficulties to patrol the huge maritime space in the south and we can cooperate by sharing of experience and best practices," said Wirajuda.
Indonesia is ready to provide technical training to Seychellois in the artisanal business sector.
"We are also talking about small things that would directly benefit the ordinary people," said the special envoy.
Helping with construction of infrastructure in the 115-island nation of the western Indian Ocean is another topic that was discussed. Wirajuda said that Indonesia might join in the construction sector of Seychelles, including housing projects.
The technicalities will be discussed by representatives from both sides at a later date.
Wirajuda also invited Seychelles to participate in the first Indonesia-Africa forum to be held between April 10 and 11 in Bali. He said the platform will be a good opportunity for local ministers and officers to meet with their counterparts.
The two-day forum seeks to explore various economic opportunities, to intensify technical cooperation, and to boost active partnership between Indonesia and African countries.
Another area of cooperation outlined during the courtesy call was collaboration in the fishing industry, including in aquaculture.

GoodBulk Adds Another CarVal Capesize to Its Fleet
Owner and operator of dry bulkers GoodBulk took delivery of another Capesize vessel, the 2013-built Aquasurfer, on March 1. Featuring 178,854 dwt, the ship is the sixth of the seven initial Capesizes acquired from funds managed by CarVal Investors in late October 2017. The Capesize, built by South Korean Sungdong, was financed with a combination of cash on hand, availability under existing credit facilities and the issuance of 1,547,000 new common shares to funds managed by CarVal.

Shanghai Salvage Wins Kea Trader Removal Contract
Following a four-month tender process, Shanghai Salvage Company (SSC) has been chosen to remove the ill-fated containership Kea Trader from a rock reef near New Caledonia in the south Pacific. A detailed methodology for the recovery operation was approved by the authorities last month. Under the plan, the ship’s hull pieces would be lifted and removed intact from the reef as a way of protecting the marine environment.

Fincantieri to Stretch Two Ferries for Grimaldi
Italian shipbuilder Fincantieri has signed a letter of intent with the Grimaldi Group for the lengthening and refurbishment program for two cruise ferries, the Cruise Roma and Cruise Barcelona. The construction of the two mid-body sections will begin in 2018, while the completion of the works at Palermo shipyard is foreseen within summer 2019, Fincantieri said.

Freighter collided with fishing vessel, Kerch Strait
General cargo ship ANDOR collided with seiner HORS (no data found) at 0030 Moscow time Mar 5, while proceeding at designated anchorage in Kerch Strait. ANDOR was brought to anchor after collision, HORS proceeded to Kerch port, Ukraine, and was berthed at Ship Repair Yard. Both ships sustained minor damages, mostly dents and scratches. ANDOR is loaded with 3,300 tons of wheat, destined for Kavkaz Port, Kerch Strait.

Exmar Reveals Builder, Fuel Details for VLGC Duo
Belgian owner and operator of gas carriers Exmar has opted for liquefied petroleum gas (LPG) as marine fuel for its two LPG carriers ordered in December 2017 to support a transport deal with Norwegian oil major Statoil. The arrangement allows for the part of the cargo to be used for the vessels’ propulsion. As informed, the vessels design is being developed in cooperation with the Lloyds Register as classification society and MAN Diesel & Turbo as the engine maker.

Antwerp, Dakar Ports Strengthen Ties
Antwerp and Dakar port authorities plan to collaborate more closely in the next few years as they signed a memorandum of understanding (MOU) in Senegal on March 2, 2018. As informed, Dakar has set sights on building a new port 50 km away from the present facility which, with a keel depth of 18 meters, will be able to handle the latest generation of giant container carriers. Together with the new port, Dakar also plans an economic and logistics zone of 600 hectares.

MoTC holds training on maritime safety
The Ministry of Transport and Communications (MoTC) has organised a training course on the best practices for handling, reporting and investigating different types of maritime incidents and accidents as well as vessel safety management. The workshop was attended by professionals and employees from MoTC’s maritime transport affairs as well as Qatar Coast Guard, Qatar Petroleum and Nakilat (Qatar Gas Transport Company).

Korean Shipbuilding Industry Is Landing Increased Orders
This year, the Korean shipbuilding industry is continuing to land orders. It is said that the shipbuilding industry which has suffered from an order cliff since 2016 is clearly making a recovery thanks to new orders. Some experts expect a recovery in Korean shipbuilders’ business performances after the second half of 2018. Samsung Heavy Industries and Daewoo Shipbuilding & Marine Engineering surpassed one trillion won in cumulative orders, respectively, this year. Hyundai Heavy Industries expects to reach 50% of its order target by the end of the first quarter. A green light was given to Korea’s three biggest shipbuilders with respect to reaching their goals for the year which are to secure orders and reach their order targets.
