Glimmer of hope for seafarers on CDC rule
Representatives of the Union ministry of shipping on Thursday met seafarers on the issue of Indian Continuous Discharge Certificate (CDC). It was highlighted that cruise ship employers were insisting on Indian CDC, while the government had not made significant changes to its rules.
At a meeting with the Goa Seamen Association of Indian (GSAI), attended by Additional Director General of Shipping Amitabh Kumar and Fatorda MLA Vijai Sardesai in Margao, it came to light that many seafarers who had worked for over 10 to 20 years were doing so on Bahamas CDC.
The ministry had in 2017 changed the rules for grant of the certificate, doing away with the requirement of six months of training and retaining only the requirement of tenth pass.
Following the circular, employers (the ship companies) made it a requirement for Indian seafarers to submit Indian CDCs. Those who were on Bahamas CDC found it difficult to get Indian CDCs as many did not have the mandatory tenth standard certificate.
"The Government of India has not changed its rules; it is the change of the rules of the employers that is affecting them. In that case also we are willing to talk to the employers to find a solution. Those working on cruise lines were doing so on foreign CDCs and they are now being asked to get Indian CDC. They continued to have foreign CDCs but it seems that companies are now not accepting the foreign CDC," said Kumar.
He added that earlier rules had the requirement of tenth pass as well as training to get an Indian CDC. “Now we have in fact simplified the process asking only for the tenth pass and five additional courses,” Kumar told seafarers from the GSAI. GSAI member Dixon Vaz said that because of the new circular many local seafarers were at the risk of losing their jobs with some even being denied immigration pass because they did not have an Indian CDC.
"Many of us were sent back during immigration checks because we did not have Indian CDC. Merchant shippies were easily given but those on cruise liners were sent back. This has troubled many and some even had to cancel their weddings because of fear of no job," he said. Kumar said the ministry would first talk to the employers, clear any doubts and sort out the issue. "We don't want them to lose their jobs but the issue is that there are a lot of seafarers who are at a risk of being exploited and we want to safeguard all of them. Indian CDC is in demand around the world as it has a lot of checks and has value and gives a premium," said Kumar.
He also informed that there were 1,54,000 seafarers working on Indian and foreign flag vessels, of which 21,000 were on Indian flag vessels while 1,32,000 were on foreign ones. Recently it was stated that over 40,000 seafarers had become slaves while another 20,000 were working on ghost ships and were later rescued from places like Iraq and Somalia.

India Ports Global orders 14 gantry cranes for Chabahar
India Ports Global Pvt Ltd has ordered 14 rubber-tyred gantry cranes, or RTGCs, for about $18 million from Finnish crane-maker Cargotec OYJ for use at the Chabahar port in Iran.
"Cargotec emerged the lowest bidder and we have signed the contract," Arun Kumar Gupta, Managing Director, India Ports Global, told.
10-year lease: India Ports Global, a 60:40 joint venture between Jawaharlal Port Trust and Deendayal Port Trust (previously Kandla Port Trust), was set up by the government to make strategic investments in ports overseas. India Ports Global and Aria Banader Iranian Port signed a deal in May 2016 to equip and operate the container and multi-purpose terminals at Shahid Beheshti - Chabahar Port Phase-I with capital investment of $85.21 million and annual revenue expenditure of $22.95 million on a 10-year lease.
India Ports Global had earlier signed a $29.8-million deal with Chinese port-crane-maker Shanghai Zhenhua Heavy Industries Co Ltd (ZPMC) for four rail mounted quay cranes (RMQCs).
"These two are the most critical equipment for the port. We wanted to first tackle those equipment whose lead time for delivery are the longest," Gupta said.
Deadlines: The four rail-mounted quay cranes will be delivered in 16-18 months while the rubber-tyred gantry cranes will be supplied in 12-14 months.
IGPL has also floated bids for buying two mobile harbour cranes (MHC) of 140 tonnes and four MHC of 100 tonnes and 32 tractor trailers. The Chabahar port project will be the first overseas venture for the Indian state-owned ports. Located in the Sistan-Baluchistan Province on Iran's south-eastern coast (outside Persian Gulf), Chabahar port is of great strategic importance for development of regional maritime transit traffic to Afghanistan and Central Asia.
The first phase development of Chabahar port will have a container terminal with two berths of 640-metre quay length and a depth of 16 metres and a multi-purpose terminal with a quay length of 600 metres and draft of 14 metres. The port has a total back-up area of 70 hectares.

Govt taking measures to promote coastal shipping: Pon Radhakrishnan
To encourage coastal shipping, the government has initiated a number of steps, including priority berthing and reduction in GST on bunker fuel, Parliament was informed on Thursday.
Minister of State for Shipping Pon Radhakrishnan, in a written reply to the Lok Sabha, said that automobile manufacturers are also encouraged to use coastal shipping for transportation of vehicles.
"The government has taken steps to encourage coastal shipping which inter alia include reduction of GST on bunker fuels used in Indian Flag Vessels from 18 per cent to 5 per cent; 40 per cent discount on cargo related and vessel related charges for coastal ships carrying coastal cargo except for coal, POL and iron ore," Radhakrishnan said.
Besides, he said 80 per cent discount is being offered on vessel and cargo related charges on Ro-Ro vessels for transportation of vehicles for two years, priority berthing of coastal ships without any charge, introduction of green channel clearance for faster evacuation of coastal cargo at major ports and allowing the reimbursement of freight subsidy on primary movement of subsidised urea.
Radhakrishnan said Chennai Port, Kamarajar port and VO Chidambaranar Port have approached the automobile manufacturers to use their ports for coastal shipping of vehicles by offering concessional rates and other facilities.

Freighter issued distress signal after engine room flooding
General cargo ship DEWI BULAN 88 on Apr 5 suffered water ingress in engine room in Bangka Strait, which is separating South Sumatra from Bangka Island, Indonesia, southern South China sea. The ship loaded with fertilizers was en route from Palembagn to Riau. Engine room was flooded, the ship issued distress signal. SAR team was sent, which managed to seal engine room and prevent further flooding. Understood crew remain on board, as of 0500 UTC Apr 6 condition of the ship unknown. Andamans-bound ferry grounding, Kolkata
Ferry NICOBAR, connecting Kolkata India with Port Blair, Andaman Islands, ran aground shortly after leaving Kolkata, Hooghly River, in the morning Apr 4, blocking port s channel. Luckily, the ship was quickly refloated and taken back to berth. She left Kolkata on Apr 5, resuming her interrupted trip. No damages reported.

Seattle Welcomes Giant MSC Boxship
Mediterranean Shipping Company s MSC Laurence arrived at the Northwest Seaport Alliance s Terminal 46 in Seattle on April 5, becoming the largest containership to call the terminal.
The Laurence has capacity for almost 13,000 20-foot equivalent container units (TEUs). If laid end-to-end, the 13,000 TEUs would stretch to the top of Mount Rainier 18 times, a distance of almost 50 miles, according to NWSA. Built in 2011, the Neo-Panamax features a length of 365.8 meters and a width of 48.4 meters.

K Line Secures USD 180 Mn Refinancing for LNG Tanker Duo
Japan s shipping major Kawasaki Kisen Kaisha (K Line) recently secured a USD 180 million refinancing for two of its liquefied natural gas (LNG) vessels. Bahri Ships 1st Saudi Aramco Chemical Cargo
National Shipping Company of Saudi Arabia (Bahri) is transporting the first chemical shipment from Aramco Trading Company (ATC), a subsidiary of Saudi Aramco.
The cargo is being transported on board NCC Amal, a 45,000 dwt Bahri chemical tanker which left Saudi Arabia s Port of Rabigh, heading to China. The 2011-built NCC Amal is expected to reach China on April 26, according to the ship s AIS data provided by VesselsValue.

Seafarers association wants resolution on certification issue
Additional director general of shipping Amitabh Kumar on Thursday assured members of the Goan Seamen Association of India (GSAI) that he will try to find a solution to the seafarers issue of being prevented from travelling abroad for employment on cruise liners, since some seamen had not cleared their SSC examinations.
Passing SSC exams is necessary for those applying for the continuous discharge certificate (CDC), which is required for work purposes in the shipping line.

KN And The US LNG Supplier Freeport LNG Signed A Memorandum Of Understanding

ACCC confirms new inquiry into Port of Newcastle privatisation
After years of saying it had no power to intervene, the national competition regulator has confirmed it is inquiring into the secret fee that was levied by the state government on the operation of a container terminal in Newcastle.

Mercury Marine breaks ground on new NVH facility
Mercury Marine has officially broken ground on a new expansion at its global headquarters in Fond du Lac, Wis. The $10 million investment will add close to 20,000 additional square feet to the more than 2.5 million square-foot campus. With this latest expansion, Mercury has now invested more than $800 million since 2009 in expansion and R&D, with most of the work again being outsourced to Wisconsin-based companies.
The two-story NVH (Noise, Vibration, Harshness) facility s first chamber, and the office space is scheduled to be completed by October 2018 while the second chamber is targeted to be completed by the end of the year.

Port security officers propose regional forum for maritime security
THE Lagos Maritime Security zone of the Port Facility Security Officers (PFSO) Forum has proposed the establishment of a regional maritime security forum in the Economic Community of West African States, ECOWAS with a view to tackling security from a common front. Speaking at its monthly meeting, Chairman of the Forum, Dr. Ignatius Uche, said that since the sub-region has a common maritime security challenge, the move to tackle such issue through a regional front is expedient.
