Container ship grounding in Baltic sea Update
MRCC Moscow report: NJORD ran aground at 0250 Moscow time May 17 in fair weather and good visibility conditions, having 626 containers on board. Attempts to refloat by own means failed. As of 0830 UTC May 17 the ship was still aground, with no tugs yet nearby.

Total to Establish LNG Bunkering Hub in Oman
French energy major Total is looking to develop a liquefied natural gas (LNG) bunkering hub in Oman under a recently signed Memorandum of Understanding (MoU). The company said it would use its equity gas entitlement as feedstock to supply LNG as a fuel to marine vessels. For this purpose, Total plans to build a new small-scale modular liquefaction plant in Sohar port. The plant will comprise a train of around 1 Mt per year and will offer the flexibility for expansion as required by the development of the LNG bunkering market.

TT-Line, Stena Line End Cooperation on Rostock-Trelleborg Route
Ferry companies TT-Line and Stena Line are ending their cooperation on the Rostock-Trelleborg route. The two companies have been providing each other with capacity on their year-round services between the two cities in Germany and Sweden. As informed, the cooperation will be terminated on September 15, 2018.

Chinese cargo ship sank in Taiwan Strait, 6 missing
General cargo ship HONG PENG sank in east China s Fujian Province waters, Taiwan Strait, in the morning May 16, MRCC Fuzhou was alerted at 0630 LT. SAR was launched, by 1600 LT 5 crew were rescued, 6 remain missing, SAR ongoing. No other information available at the moment.

Paris MoU to Focus on Air Pollution from Ships
The Paris Memorandum of Understanding on Port State Control (Paris MoU) unveiled its plans to focus attention on marine air pollution in the near future. This development anticipates the new maximum limits for sulphur in ships fuel oil, which is due to enter into force on January 1, 2020.
The new focus on air pollution will comprise of an information campaign in the form of a letter of warning, which is due to start from January 2019, and a Concentrated Inspection Campaign (CIC) on MARPOL Annex VI, which will be carried out jointly with the Tokyo MoU.

World s Smallest Island Country Joins IMO
The International Maritime Organization (IMO) has welcomed a new member, the Republic of Nauru. On May 14, 2018, Nauru deposited its instrument of acceptance to the IMO Convention with the United Nations depositary - becoming IMO s 174th member state. With an area of 21 square kilometers, Nauru is the world s smallest island nation with a population of just under 10,000 inhabitants.

Keppel Bags LNG-Powered Dredger Duo from Van Oord
Keppel Singmarine, Keppel Offshore & Marine s (Keppel O&M) wholly-owned subsidiary, has secured contracts from Van Oord to build two high-specification Trailing Suction Hopper Dredgers (TSHDs). The two dredgers are expected to be completed in 4Q 2020 and 2Q 2021 respectively. As part of the contracts, Van Oord has an option to order a third dredger to be exercised within one year.

d Amico CEO: Scrubbers Don t Make Sense for Smaller Ships
In less than two years, all ships trading outside of sulphur Emission Control Areas (ECAs) will be required to use fuel with a sulphur content of up to 0.5 pct, a considerable reduction from the currently permitted maximum of 3.5 pct.
The new requirement has brought many uncertainties into the shipping market, however, one thing is for sure, there will be no delay in the implementation. Another certain thing stemming from the situation is that a lot of logistical problems would be created, Marco Fiori, CEO d Amico International Shipping, said in a Capital Link podcast.

ABYC releases Spanish resources for marine technicians
The American Boat & Yacht Council (ABYC) announces its Marine Electrical Certification study guide and exam are now available in Spanish. The marine industry is facing a growing workforce shortage of skilled technicians and the newly translated resources will ensure the inclusion of Spanish-speaking talent into ABYC’s certified technician program.
"South Florida has a very large contingent of experienced Spanish-speaking technicians and engineers which have become a vital labor source for our company and many other companies that need marine electrical and electronic technicians," said Ward Eshleman, president of Wards Marine Electric.

Nigerian seaports are the least efficient in West Africa
Imported cargoes stay longer days in Nigerian seaports before being taken to importers warehouses, compared to other competing seaports in four different countries in the West African sub-region.
By implication, it becomes more time consuming, cumbersome and expensive for an importer to bring in consignment through any Nigerian seaport, but much cheaper and faster to clear similar consignment, if brought by an importer in other competing seaports in West Africa.Therefore, importers using seaports like the ones in Nigeria where cargo dwells longer than necessary, pay more as demurrage to shipping companies and storage charges to terminal owners for not taking delivery of their consignments as and when due.

Centre to decide on new transport arrangement at Jawaharlal Nehru Port
The fate of a newly introduced transport arrangement at Jawaharlal Nehru Port Trust (JNPT), which triggered a four-day strike last week by the truckers associations servicing the port, will be decided in a fortnight at a high-level meeting of Finance, Commerce and Shipping Ministries.
JNPT authorities told truckers associations and political party representatives at a meeting on Tuesday that a decision to scrap the new transport arrangement — a demand put forward by the agitating transport associations - will have to be taken by the Central government, according to Pravin Paithankar, President of the Maharashtra Heavy Vehicle and Inter-State Container Operators Association, who attended the meeting.

Latvian ports see cargo turnover fall 12.1% in January-April
In the first four months of 2018, all Latvian ports together handled 21.556 million tons of cargo, down 12.1% from the same period in 2017, writes LETA, according to the information released by the Transport Ministry.
Bulk cargos, which dominated in the Latvian ports in January-April this year, fell 13.3% year-on-year to 11.604 million tons. Coal cargos contracted 21.4% to 6.143 million tons, chemical cargos were down 12.5% to 924,700 tons and woodchip cargos dropped 10.6% to 574,300 tons.

Port of London Authority launches Investment Plan
The Port of London Authority (PLA) has launched an Investment Plan aimed at accelerating delivery of the goals in the Thames Vision and diversifying the PLA s income streams.
All investments made under the plan will have a clear link to the PLA strategy to Protect, Improve and Promote and be judged on the degree to which they enable the delivery of the ambitions set out in the Thames Vision. The plan is to target three broad categories of investment: commercial investments supporting river/port use; long term investments with a long payback period, which also deliver public benefits; and public benefit investments, with no financial return expected.

Oman port will provide LNG fueling service
Natural gas from onshore plays in the Mideast country of Oman could be used to develop a maritime fueling station for liquefied natural gas, French supermajor Total said.
The company signed a memorandum of understanding with the Omani government to develop, along with its Dutch supermajor competitor Royal Dutch Shell, an onshore natural gas play that could have peak production of 1 billion cubic feet per day (Bcf/d). Analysis from consultant group Wood Mackenzie found improved market conditions and improvements on where operators can break even in terms of the price of oil led to an uptick in industry sentiment, UPI reported.
