Bulk carrier refloated after 3 days aground, Brazil
Bulk carrier NORD SANTIAGO ran aground at around 1500 UTC May 16 in Lagoon Dos Patos, Rio Grande do Sul, Brazil, some 3 hours after departing from Porto Alegre in ballast. Bulk carrier remained aground, with slight portside list, until morning May 19. She was refloated with the help of two tugs at around 1000 UTC May 19, moved south and anchored, still in lagoon. Reportedly the ship ran aground after veering off fairway. No reports on damages, probably none or slight.

MAERSK container ship lost crew while taking pilot on board, Canada
Container ship MAERSK PATRAS lost man overboard while reportedly, taking pilot on board off Les Escoumins, Quebec, Saint Lawrence river mouth, in the morning May 19. Vessel arrived from Antwerp, being bound for Montreal. SAR lasted until evening May 19, was suspended, all involved ships and helicopter released. MAERSK PATRAS resumed voyage at 1945 LT May 19, as of 0500 UTC May 20 was sailing upstream, below Quebec City.

Peel Ports Presents Plans for Hunterston Site
UK s port operator Peel Ports has revealed its plans for the major port and industrial center at Hunterston, one of Scotland s most important development sites.
The company has published its vision for Hunterston and how it intends to develop the site over the next twenty years. The details are contained in a master plan, published on May 16 at the beginning of a six-week consultation process.
Peel Ports is calling on North Ayrshire residents and businesses to share their opinions about potential uses of the site which comprises a 300-acre brownfield footprint, deepwater, and rail connections.
"No other single site in the UK offers Hunterston s … combination of deep-water, extensive land area and transport links. This historic industrial site has the potential to transform Scotland’s prospects in a variety of key economic sectors, providing jobs, skills development, import and export opportunities for decades to come," Andrew Hemphill, Port Director, Peel Ports Clydeport, commented.
"The intended benefits that we have set out can only be achieved with the input of the local community, public sector agencies and commercial partners," he added.
"Developing the site is also a … chance for the region to lead the way with innovative and sustainable industries, potentially in the circular economy or renewable energy… I urge everyone with an interest in the health of North Ayrshire to read the masterplan and get involved in the debate," Kenneth Gibson, MSP for Cunninghame North, said.
In recent years, the government has changed its preferred energy policy from fossil fuels towards renewable resources. The result is Hunterston Port s role, as a major importer of coal previously burnt in Scottish power stations, is now obsolete.
Peel Ports has already worked with North Ayrshire Council, Scottish Government, Scottish Enterprise and many businesses in preparing the master plan and is now consulting with the public and others stakeholders about the next steps.

Baltic Exchange Council Elects New Chairman
Maritime industry information provider Baltic Exchange Council has elected Braemar Tankers-founding partner Denis Petropoulos as its new chairman.
Petropoulos will officially take over the role from Duncan Dunn on June 1.
Petropoulos most recently headed up Braemar s Singapore office for seven years, before returning to the UK.
He has been a Baltic Exchange member since 1999 and has held positions on the Baltic board 2002-2007 and joined the council in January 2019.
"Denis Petropoulos is a highly respected and well-known shipbroker who played a critical role in the setting up of the Baltic tanker indices in the late 1990s," Mark Jackson, Baltic Exchange chief executive, said.
"During my term in office I intend to pay particular attention to raising awareness of the maritime industry to the younger generation," Petropoulos said.
"At the same time I want to ensure that Baltic members’ ideas and concerns are heard at Council level as well as support the Baltic s drive to increase its profile in Asia."
The Baltic Exchange Council is the governing body which oversees the Baltic, including its membership committee, in relation to the Baltic Exchange s strategy for membership services, social responsibility and relationship with its members, governments, regulatory bodies and the global shipping community.

Shipowners from Around the World Can Now Join UK Flag
The UK Ship Register (UKSR) has decided to expand its ownership eligibility, allowing more shipping companies from around the world to flag to the UK.
As informed, the criteria has been widened beyond the current areas of the UK and Europe to include Commonwealth countries and bring the UK in line with the Red Ensign Group.
"This change will now allow the UK flag to attract first class ships and owners who have their company based outside of the UK," Richard Parkes, Director of the UK Ship Register, commented.
Separately, the UK Chamber of Shipping welcomed changes to the UK flag eligibility.
"I m pleased that the UK Ship Register is being proactive and ambitious as it seeks a greater slice of the pie in a competitive global market place. We encourage shipowners to look at the UK flag with fresh eyes," Bob Sanguinetti, CEO of the UK Chamber of Shipping said.
UK flag owners receive dedicated account managers, the enhanced authorization scheme which allows all survey/audits to be delegated to one of UKSR approved recognized organizations and flexible package fee options for registration, inspection and certification.
UKSR has also introduced a system for bareboat charter-out so that ships can temporarily reflag for the period of a charter-party before returning to the UK flag when that agreement ends.
UKSR is part of the Maritime & Coastguard Agency (MCA), which is an executive agency of the UK Government s Department for Transport.

ITF: Seafarers Provide Insight on Working Conditions on Blumenthal Vessels
The International Transport Workers Federation (ITF) has shared details provided by current and former seafarers regarding alleged exploitative working conditions aboard Blumenthal vessels.
The ITF said it had been contacted by current and ex-crew members who told stories of intimidation, threats and abusive conditions onboard the German shipping company s global fleet.
"Seafarers have described atrocious stories of exploitation and discrimination on Blumenthal vessels, practices that have no place in the maritime industry," Jacqueline Smith, ITF maritime coordinator, said.
The Blumenthal whistle blowers, who have requested to remain anonymous due to fears of retaliation, told of cases of forced overtime, withholding of wages, discrimination based on nationality and a lack of access essential provisions like food and water, according to ITF.
"We are forced to work more than the normal working hours and overtime is not paid … engine ratings are forced to do mooring operations and if something bad happened, they will not compensate with the involved crew. A lot of unpaid extra jobs … They have fixed wages for us so even if we do a lot of overtime and extra jobs, we are paid the same amount monthly," ITF quoted one current Blumenthal seafarer as saying.
"They are also forcing to sign a waiver before arriving in a port with strong ITF union that states, we the crew of a certain Blumenthal vessel do not want to join the union and they are threatening us that if we report to the union they will sue us.
"The provisions are also worst. They ll send a supply for 1 month and will spend it for 2 months. Vegetables are limited and some fruits and provisions are given only for the officers. The allotment is always late and no cash advance onboard," he added.
A seafarer onboard another Blumenthal vessel complained about access to basic provisions:"We have only one case water remaining and now captain propose to us to drink tank water but that water even not good for washing."
These stories follow the detention of Blumenthal s Anna Elisabeth at Port Kembla in Australia on March 26, after an inspection revealed deficiencies in manning, seafarers employment agreements, access to shore leave and food provisions.
The ITF on May 20 called on the German government and the maritime industry to join the ITF in strongly condemning Blumenthal s treatment of seafarers.
The union has also launched an operation against the German shipping company over what it says is the company s "continued refusal to recognise seafarers welfare and rights." Launched in April, the operation will see the ITF Inspectorate auditing the Blumenthal fleet in ports around the world.

Cautious Progress of Dutch Maritime Technology Sector Despite Fewer Orders
The Dutch maritime technology sector, which consists of over 100 yards and 800 maritime suppliers, saw its activity rise slightly in 2018.
Total turnover increased to EUR 7.3 billion (USD 8.1 million), some EUR 400 million more than in 2017, according to data provided by the Netherlands Maritime Technology (NMT).

Port of Manila operations improve amid decongestion: PPA
Operations within the Port of Manila (POM) have started to improve with the removal of many overstaying containers, which has alleviated problems created by congestion.
The Philippine Ports Authority (PPA) said the yard utilization rate at Manila ports has gone down to 70 percent after reaching as high as 90-95 percent in January this year.
