Capital Ship, Chief Engineers Face Water Pollution Charges
Capital Ship Management Corporation, Greek cargo ship operator, and two chief engineers of one of its ships have been charged with failing to record the illegal dumping of oily waste into international waters and obstruction of justice.
According to the U.S. Department of Justice, the company, along with the chief engineer Ioan Luca and chief engineer Ionel Surla of the containership CMA CGM Amazon, were charged with multiple felonies, including conspiracy to fail to maintain an accurate oil record book and to defraud the United States, failure to maintain an accurate oil record book, falsification of records in a matter of federal administration, witness tampering, and obstruction of justice.
Pursuant to international treaties and U.S. law, all large ships, such as the Amazon, are required to use pollution-control technology, including an oily water separator, to remove oil from bilge water that is discharged into the ocean.
The indictment alleges that Luca, who was the ship s chief engineer from October 2018 to January 2019 , and Surla, the chief engineer of the Amazon from May 2018 to October 2018, ordered crew members to use a portable pump and flexible hoses in the ship s engine room to transfer oil-contaminated bilge water to a tank designed to hold clean water, then dispose of the water directly overboard into international waters, avoiding use of the oily water separator.
Luca and Surla then failed to record such discharges in the ship’s oil record book. The CMA CGM Amazon’s ports of call include various ports in Asia, Egypt, and Canada, as well as the Port of Los Angeles, according to the indictment. While at the Port of Los Angeles on January 11, the ship presented the false oil record book to U.S. Coast Guard inspectors during an inspection, the indictment alleges.
Capital Ship Management and Luca also have been charged with obstruction of justice and witness tampering for allegedly instructing crew members to lie to the Coast Guard about events that occurred on the ship while at sea.
If convicted of all charges, Luca faces a statutory maximum sentence of 61 years in federal prison while Surla faces a statutory maximum sentence of 11 years in federal prison.
In a related case, Marian Gavriluta-Strat, the CMA CGM Amazon s second engineer, has agreed to plead guilty to an information charging him with failure and causing the failure to maintain an accurate oil record book. Gavriluta-Strat is scheduled to enter a guilty plea to the charges on June 19. He faces a statutory maximum sentence of six years in federal prison.

Matson Christens Its First Kanaloa Class Vessel
Honolulu-based shipowner Matson has christened the largest combination container/roll-on, roll-off (con-ro) ship ever built in the U.S. in a ceremony at the General Dynamics NASSCO shipyard in San Diego, California.
During the ceremony, that was held on June 15, the new vessel was named Lurline. It is the first of two new Kanaloa Class-ships being built for the company by NASSCO.
The 3,500 TEU units were designed specifically for Matson s Hawaii service. The second containership is scheduled for delivery in 2020.
At 870 feet long, 114 feet wide (beam), with a deep draft of 38 feet and weighing in at over 50,000 metric tons, Lurline will be Matson s largest ship and the largest con-ro vessel ever constructed in the U.S.
Both vessels will have an enclosed garage with room for around 500 vehicles plus ample space for rolling stock and breakbulk cargo. They will feature state-of-the-art green technology, including a fuel efficient hull design, environmentally safe double hull fuel tanks, fresh water ballast systems and the first Tier 3 dual fuel engines to be deployed in containerships serving West Coast ports.
"The great speed, capacity and environmental improvements of this new ship position us well to serve the needs of our communities in Hawaii for many years to come," said Matt Cox, Matson s chairman and chief executive officer, after the shipyard ceremony.

DFDS Unveils Key Strategic Pillars for Next 5 Years

LeanShips Project Achieves Valuable Fuel Savings for Vessels with CPPs
Finland s technology group Wartsila, Maritime Research Institute Netherlands (MARIN) and Italian shipowner Grimaldi have designed an energy saving device (ESD) that can be used by ships with controllable pitch propellers (CPPs).
Following model tests, and subsequent sea trials with Grimaldi s Grande Portogallo, a 165-meter-long pure car & truck carrier (PCTC), fuel efficiency gains of 3.5 percent were confirmed.
As explained, this translates into a payback period of only 1.3 years.
"The initial noon reports suggest a 5 percent decrease in the fuel consumption, but in order to get a more realistic value we need to record a wider range of data," according to Grimaldi.
The work was carried out as part of the LeanShips project, under the European Union s Horizon 2020 framework project for research and innovation. LeanShips aims at demonstrating the effectiveness and reliability of technologies that offer energy savings and emission reductions on a large scale.
The result of the development work is a pre-swirl Stator, an energy saving solution, that for the first time ever was demonstrated to be suitable for use with CPPs. LeanShips was a four-year project and was completed in April 2019.
"This represents a major breakthrough in making ships with controllable pitch propellers more efficient, and therefore less polluting. We have earlier established some energy savings for ships with controllable pitch propellers, and now this new technology has been extended in line with the objectives of the LeanShips project," Dario Bocchetti, Corporate Energy Saving Manager, Grimaldi Group, commented.
Wartsila and MARIN were earlier involved in the GRIP project, funded by the European Commission under the 7th Framework program, which designed and optimized ESDs for ships fitted with fixed pitch propellers (FPPs). This resulted in full-scale demonstrations that achieved a nearly 7 percent reduction in the required power of a bulk carrier vessel.

Carnival Starts Construction of Mardi Gras at Meyer Turku
The hull assembly phase of the 180,000 gross ton cruise ship Mardi Gras, under construction for Carnival Cruise Line, was launched with a traditional coin ceremony at Meyer Turku shipyard on June 18.
The vessel is the second LNG-powered cruise ship being built by Finnish shipbuilder Meyer Turku.
The assembly of the hull was launched a few weeks before by the arrival of the floating engine room unit from Neptun Werft in Rostock, Germany.
"This is a historic day for Carnival - the official start of construction of the spectacular Mardi Gras which will usher in an exciting new chapter for our company and introduce so many guest-pleasing innovations," Ben Clement, Carnival Cruise Lines SVP Newbuilds, said.
Carnival Mardi Gras is already benefiting from some of the investments of Meyer Turku s EUR 200 million investment program. The steel halls at the shipyard are going through a major rebuilding with new machines and IT-systems, but also new processes to build the ships with newly trained employees.
"We are seeing the benefits already and will continue to see more benefits later this year. Already our automated steel pre-treatment facility and storage have been up and running for some time now and supporting the steel construction of Mardi Gras," Jan Meyer, CEO of Meyer Turku, said.

Mammoet port solution expedites construction of Latin America s largest combined cycle plant
Mammoet recently teamed up with Fracht to successfully transport all heavy cargo for UTE Porto de Sergipe, a 1,500 MW combined cycle power plant in Brazil. The plant is the largest to be built in the region and is projected to provide additional power during dry seasons to meet 15% of energy demand in the area. Mammoet s experience in complex barge roll-offs led to the implementation of a specialized configuration of trailers with longitudinal spacers, which would optimize the capacity at the pier structure.
