Jurong Port Tank Terminals Officially Opens in Singapore
Singapore s Jurong Port and Germany-based Oiltanking have officially opened the Jurong Port Tank Terminals (JPTT) in Pulau Damar Laut in Jurong Port.
The ceremony took place on July 29 and was attended by state officials and stakeholders from the maritime industry.
Designed to store and handle both clean petroleum products and petrochemicals, the liquid bulk terminal will be supported by four berths with deep draft of up to 17.6 meters capable of handling up to 180,000 dwt tankers.
Jurong Port Tank Terminals is a 60:40 joint venture between Jurong Port and Oiltanking.
The project started in 2015 when the two sides signed a joint venture agreement for the development of a new terminal that would support the increasing demand of storage needs in Singapore with its integration to Jurong Island, Asia s petrochemical industry hub.
Construction of phase one started in May 2017 and, once phase 2 is completed, the terminal is expected to have total capacity of 550,000 cbm.
"The opening of Jurong Port Tank Terminals (JPTT) is an integral part of Jurong Port s transformation to offer a port-centric solution for Jurong Island," Chee Hong Tat, Senior Minister of State, Ministry of Trade and Industry, and Ministry of Education, said at the opening ceremony.
"As Singapore s newest tank terminal, JPTT will strengthen Jurong Island s storage infrastructure by offering 252 thousand cubic meters of clean petroleum product storage capacity."
"The need for supporting infrastructure to manage the increasing demand in Asia for petroleum products created the need for JPTT," Douglas van der Wiel, President of Oiltanking Asia Pacific, said.
"The terminals will be able to handle the demand from the region and help strengthen the integrated terminal network concept and overall value offering to the market."
JPTT is expected to handle about seven million tons of clean petroleum product annually.

South Africa: Key Legislation Needed Ahead of Sulphur Cap
South Africa will be ready to implement new global ships fuel regulations aimed at prevention of air pollution by ships at sea, but may have to pick up pace putting in place prerequisite legislation to legalize the process.
This was the general consensus view of more than 100 industry and government delegates to a two-day consultative workshop in Cape Town last week, according to South African Maritime Safety Authority (SAMSA).
Among issues discussed by the delegates were matters concerning the availability of fuel that meets the new requirements, the proper handling of ships coming into South African ports without the compliant fuel, the availability of facilities to test fuels in use by ships, the handling of vessels using non compliant fuel but fitted with sulphur reducing equipment.
Delegates also explored the subject of the coming implementation of the new ship fuel requirements both in its environmental and economics perspectives. All agreed that from an environmental context, these were necessary measures, but with possible economic implications that were not all too rosy, at least in the short term.
Namely, a key instrument in the process is a yet non-existent but crucially important piece of legislation to legalize the implementation of the new regulations.
The delegates agreed that this needs to be expedited without further delay and South Africa s Alternate Permanent Representative to the IMO, Sipho Mbata said he believed crafting the legislation would be achievable as it only required the Minister of Transport to facilitate the enactment process. Mbata added that the most viable approach to passage of the necessary legislation would be in the form of an annexture to an already existing law, rather the a bill process that would take anything up to two years prior to enactment.
The new regulations are in terms of the IMO s MARPOL Convention (Annexture VI) whose goal, according to the International Maritime Organisation (IMO) is to further reduce air pollution by ships through emission.
The revised regulations for the prevention of air pollution from ships under the MARPOL (Annex VI) were adopted in October 2008 and ratified by more than 65 countries including South Africa.
In terms of this, all sizes of ships sailing on the world’s oceans will need to use fuel oil that meets the 0.50% limit from January 1, 2020. The 0.50% sulphur limit extends to carriage of bunker fuel with sulphur content of more than 0.50% for vessels not fitted with Exhaust Gas Cleaning Systems (EGSC). The carriage ban will come into effect on March 1, 2020.

UK Destroyer Bolsters Protection of Shipping in Hormuz
Royal Navy destroyer HMS Duncan has arrived in the Persian Gulf to contribute to the protection of shipping in the region following Iran s seizure of a UK-flagged tanker earlier this month.
The UK Ministry of Defence confirmed the destroyer would join frigate HMS Montrose, another Royal Navy ship with an identical tasking, in ensuring the safe passage of UK-flagged ships through the Strait of Hormuz until late August.
Last week, the UK government confirmed that the Royal Navy has been tasked to accompany British-flagged ships through the strait, to provide reassurance to the shipping industry in the aftermath of the seizing oil tanker Stena Impero. The tanker was captured by Iran s Islamic Revolution Guards Corps (IRGC) for "breaching international maritime law", according to Iranian officials.
The action was widely interpreted as a retaliatory measure after Gibraltar and the UK detained in early July the Iranian tanker Grace 1, which was reportedly supplying crude oil to Syria, a country subject to EU sanctions.
Iranian president Hassan Rouhani last week even appeared to hint at a possible swap of the two ships, saying Iran "was not going to continue tensions with some European countries and if they are committed to international frameworks and abandon some actions, including what they did in Gibraltar, they will receive a proper response from Iran."
Frigate Montrose is already busy in the region, having accompanied 35 merchant vessels through the strait during 20 separate transits so far.
"Freedom of navigation in the Strait of Hormuz is vital not just to the UK, but also our international partners and allies. Merchant ships must be free to travel lawfully and trade safely, anywhere in the world," Ben Wallace, UK Defence Secretary, said.
"While we continue to push for a diplomatic resolution that will make this possible again without military accompaniment, the Royal Navy will continue to provide a safeguard for UK vessels until this is the reality."
"The security of British-flagged ships is our priority, and we continue to work to de-escalate the situation with Iran following the unacceptable and illegal seizure of the Stena Impero," Grant Shapps, Secretary of State for Transport, said.

Ro-ro disabled by fire, returned to Marseille
Ro-ro ship MARFRET NIOLON was disabled by fire in engine room early in the morning Jul 28 in Mediterranean W of Marseille. Fire was extinguished by crew, but disabled ship required assistance. SAR tug ABEILLE FLANDRE (IMO 7710513) was tasked with assisting MARFRET NIOLON to get back to Marseille.

General cargo ship fire, Ambarli, Turkey
Fire erupted in cargo hold of a general cargo ship ICDAS 5 berthed at Ambarli, Marmara sea, Turkey, on Jul 28. The ship reportedly, is loaded with scrap. Fire engines took fire under control in some 30 minutes, no injures reported, but the ship said to sustain damages.

Guangzhou to build world s first automated parallel container quay
Guangzhou plans to build the world s first automated unmanned parallel container quay for the fourth phase construction of the Nansha area of Guangzhou Port by 2021.
The fourth phase includes construction of four 100,000-metricton ship berths and 122,000-ton lighter berths.
