Indian Ports Working At 70-80% Capacity
Mansukh Mandaviya, Minister of State (IC) for Shipping, Govt of India, today assured the industry for the necessary support from the government and urged the maritime industry to turn the COVID-19 crisis into an opportunity.

Addressing an interactive session with industry stakeholders via webinar organized by FICCI, Mandaviya said that the maritime associations along with FICCI should jointly prepare a comprehensive strategy and mechanism for the ministry to take decisive action. He further highlighted that currently the Indian ports are working at 70-80% capacity but transportation of bulk cargo via road transport is still a concern which the government is working to resolve.

India: Shipping Minister assures quick evacuation of 30,000 stranded Indian seafarers - Moneycontrol.com
Union Minister of State for Shipping Mansukh Lal Mandaviya assured various seafarers associations of quick evacuation of stranded Indian seafarers whenever the situation turns favourable.

India has about two lakh seafarers working on ships. More than 30,000 Indian seafarers are stuck in their ships at ports in COVID-19 affected countries like the US, UK, Italy and Spain.

Acknowledging the importance of seafarers for smooth supply chain movement, Mandaviya directed associations to provide details of Indian seafarers stranded abroad for future evacuation plans.

"The seafarers are essentially transport workers involved in moving essential goods. Thus, they need to be treated in the same manner and allowed to go home once they complete their tenure on ship," says Captain SM Halbe, CEO, Maritime Association of Shipowners, Ship Managers and Agents (MASSA).

Prolonged stay on board, away from their families, is not only bad for their morale but also detrimental to safe operation of ships.

Mandaviya interacted through video conference with various stakeholders of the shipping industry including ship liners, shipping companies, maritime associations and seafarers unions regarding the change of crew at Indian ports and assessed the situation of Indian seafarers working as well as stranded in International waters.

The participants of the video conference include representatives of the associations like Indian National Ship Owners’ Association (INSA), Maritime Association of Nationwide Shipping Agencies – India (MANSA), National Union of Seafarers of India (NUSI), The Indian Maritime Foundation (IMF), The Maritime Union of India (MUI), The Maritime Association of Ship Owners Ship managers and Agents (MASSA).

Mandaviya also directed officials of the Ministry of Shipping for easing out the process of sign on and off of seafarers at the Indian ports..

Satcom Global offers free telephone vouchers to crew members - Ship Technology

The measure is expected to support the welfare of seafarers amid the Covid-19 pandemic.

COVID-19: Liberia calls for flag States to join together in effort to facilitate crew change - Hellenic Shipping News Worldwide
The Liberian Registry continues its efforts toward the recognition of seafarers as “key workers” and for much needed crew-exchange to be allowed at key ports globally during the global COVID-19 pandemic, and is looking to enlist the help of other flag States in this mission.

The Liberian Registry, already working with industry bodies such as the IMO, ICS, and ITF, calls for other major flag States to join in the continued effort to push for a global plan allowing for seafarers to safely embark and disembark from vessels.

Chief Operating Officer of the Liberian International Ship and Corporate Registry (LISCR), Alfonso Castillero says, “This is a very important issue globally for the safety of seafarers, the vessels that are vital to the transport of key goods. Seafarers should be allowed the opportunity to return home upon the completion of their sea service, which to date has been largely not possible. I have been very pleased with the cooperation and communication thus far in working closely with key bodies such as ITF, ICS, and the IMO.”...

India: 150 seafarers disembark at various ports - Hellenic Shipping News Worldwide
More than 150 seafarers have been able to disembark from their ships at various Indian ports since the government order issued last week allowed crew change.

According to industry sources, 47 of the 60 ports have been able to implement the government’s standard operating procedures, which include testing and quarantine of mariners disembarking ships.

It is also learnt that nearly 72 seafarers were not able to leave their ships due to the failure of the port authorities to comply with the order of the Home Ministry. Such ports included Kandla and Dahej in Gujarat, Paradip in Odisha and Tuticorin in Tamil Nadu. These were among the issues discussed at Monday’s meeting with Shipping Minister Mansukh Mandaviya, who has promised swift action.

Mr. Mandaviya also discussed ways to ensure the return of cruiseline seafarers. The representatives of the cruiseliners have assured him that they will bear all expenses for repatriation and quarantine of their staff, according to a source who attended the meeting.

The order on crew change was issued on April 21.

Crew Change for �Key Workers� at Sea Must be Top of the Industry�s Agenda, says INTERCARGO - Hellenic Shipping News Worldwide
As International Labour Day on May 1 approaches, it is more important than ever to remember the critical role played by seafarers in continuing to transport food, medicines and other essential goods during the COVID-19 pandemic, says INTERCARGO, the organisation representing the world’s quality dry bulk shipowners.

“Seafarers must not be forgotten in these extraordinary times,” says Dimitris Fafalios, Chairman of INTERCARGO. “The issue of crew change must be at the top of the industry’s agenda. Seafarers are amongst the world’s key workers, vital to the global transportation chain. All maritime nations, ports and airports should, as a matter of urgency, permit the travel in/out and sign-on/off of seafarers, with the necessary safety procedures, allowing them to join from and repatriate to their countries of residence with seafarer’s documents and without visas, while the consulates are closed in the seafarers’ countries of residence.

Piracy and Armed Robbery Against Ships in Asia - Sea News
During 21-27 Apr 20, two incidents of armed robbery against ships in Asia were reported to the ReCAAP ISC. Of the two incidents, one was a CAT 31 incident that occurred on board a bulk carrier while underway in the eastbound lane of the Traffic Separation Scheme (TSS) in the Singapore Strait; and the other was a CAT 42 incident that occurred on board a tanker while anchored at Vung Tau Anchorage, Vietnam.


The location of the incidents is shown in the map below; and detailed description of the incidents tabulated in the attachment.

SITUATION OF ABDUCTION OF CREW IN THE SULU-CELEBES SEAS AND WATERS OFF EASTERN SABAH
As the risk of the abduction of crew in the Sulu-Celebes Seas and waters off Eastern Sabah is high as demonstrated by the recurrence of the abduction incident on 17 Jan 20, the ReCAAP ISC reiterates its advisory issued via ReCAAP ISC Incident Alert dated 21 Nov 16 to all ships to reroute from the area, where possible. Otherwise, ship masters and crew are strongly urged to exercise extra vigilance while transiting the area, and report immediately to the Operation Centres of Philippines and Eastern Sabah Security Command (ESSCOM) of Malaysia.

ITF calls on governments to allow seafarers emergency medical treatment ashore - Seatrade Maritime News

The International Transport Workers Federation (ITF) and Joint Negotiating Group (JNG) have called on governments to respect the rights of seafarers to emergency medical treatment ashore.
With restrictions across the globe on seafarers coming ashore due to the COVID-19 pandemic the JNG and ITF have highlighted cases where even seafarers requiring urgent medical attention have been denied to come ashore.

In one case a seafarer sharp pain in his left eye and there were concerns for their sight and recommended immediate medical evacuation for appropriate treatment.

“Unfortunately, the local Indonesian port authorities refused the seafarer to be disembarked despite the efforts made by the port agent, the P&I Club and the embassy. After strong intervention by the ITF affiliate in Indonesia, Kesatuan Pelaut Indonesia (KPI), the port authorities in Morowali, Indonesia, finally agreed for the seafarer to disembark and receive medical care,” the JNG and ITF said.

In another case a seafarer the signs of a stroke and a doctor Global Voyager Assistance confirmed that the seafarer should immediately be sent to a hospital as it was a life or death situation....

Durban ship s pilot falls off crude oil tanker after rope ladder snaps - SowetanLIVE
A Transnet National Ports Authority ship s pilot fell off a crude oil tanker after a rope ladder snapped at the Durban port on Tuesday.

National Sea Rescue Institute (NSRI) Durban station commander Jonathan Kellerman said a rescue team was dispatched at 7.45am after the 35-year-old man fell off the vessel while disembarking before it departed the port.

Kellerman said the cause of the rope severing was “undetermined”.

“In an effort to avoid injury to the man, the pilot vessel Lufafa veered away from the ship when the incident occurred, allowing the man space to push away from the ship and swim free from the ships draft in an effort to avoid being sucked into the ships propellers,” he said.

Lufafa s crew rescued the man and took him to T Jetty, where they were met by paramedics.

“He was treated for mild hypothermia and as a precaution he has been transported to hospital by ambulance in a stable condition for further medical evaluation. He is expected to fully recover,” said Kellerman.

“The immediate reaction of the skipper and crew of the pilot vessel Lufafa and the calm and deliberate actions taken by the casualty after he fell into the water contributed to his survival and they are commended.”

Kellerman said the incident would be investigated by authorities.

Australia: Historic shipwreck of SS Wollongbar II found off Crescent Head - Goondiwindi Argus
A coastal freighter torpedoed by a Japanese submarine in WWII has been discovered off the Mid-North Coast of NSW.

Acting Minister for Veterans, Geoff Lee, said the SS Wollongbar II was confirmed by archaeologists from Heritage NSW after it was reported by the local community.

"In 1943 a Japanese submarine, the I-180, destroyed the freight vessel with two torpedos killing 32 people on board," Mr Lee said.

"The ship sank in minutes with only five crew surviving the attack."


The SS Wollongbar II was one of many vessels lost to enemy assault along the eastern coastline during WWII.

"We have just commemorated our brave veterans on ANZAC Day but it s also important to remember the toll of war for everyday Australians," Mr Lee said.

"This secret has been hidden at the bottom of the deep sea for decades and the find will give some closure for descendants and relatives of the 32 people who lost their lives."...
