Mozambique wants to modernise ports
Mozambique needs to modernise its ports and the railways to take advantage of the strategic location of the country, with direct access to the Indian Ocean, the Minister of Transport and Communications, Carlos Mesquita said.
The minister, who was speaking during the celebrations of the 120th anniversary of Portos e Caminhos de Ferro de Moçambique (CFM), said that the required modernisation would make the country more competitive, simultaneously contributing to economic growth in the region, in which Mozambique has a prime location.
“The government gave CFM the responsibility of the handling and transport of goods to and from landlocked countries,” added Mesquita, pointing, for example, to the challenges that the company has in the implementation and maintenance of projects such as the Northern Corridor, a railroad linking Moatize to Nacala-a-Velha, via Malawi.
At the same ceremony, the president of CFM, Victor Pedro Gomes, highlighted the strategic position of Mozambique in Southern Africa, saying the ports and the railways were ideal for transporting goods, compared to the country’s current situation in which 90 percent of all heavy loads transported by road.
The former Caminhos-d-Ferro de Moçambique started operating in 1895, at the time under Portuguese colonial rule, and linked the then Lourenço Marques (now Maputo) to South Africa.

India: Centre s move may cheer up minor ports
Following a demand by major ports for a level-playing field to compete with non-major ports, the Centre has initiated measures for partial deregulation of tariff by the former leading to the belief that it may subsequently pave the way for the abolition of tariff regime.
An official of a private terminal operator of Visakhapatnam Port said though they were keen on abolition of Tariff Authority for Major Ports (TAMP) regime to create a healthy environment to face challenges posed by the minor ports, at least a good beginning has been made by the Ministry of Shipping in this direction.
The demand of major ports, including VPT, is under consideration of the Centre. The National Shipping Board had also suggested consideration of the demand articulated by the major ports.
ICRA, an independent agency specialising in investments and credit rating, in a report stated that as part of reforms in tariff setting process and practices, TAMP issued a policy for determination of tariff by major ports by linking it to the market.
Lack of parity
As the market share of major ports is slowly declining with more fully-mechanised minor ports joining the race across the country, the Centre is under pressure over lack of parity in regulatory mechanism. Minor ports are exempted from regulator raj.

Official opening of the DP World London Gateway Logistics Centre
Robert Goodwill, Minister for Transport, has visited DP World London Gateway to mark the official opening of the first distribution centre at what is set to become the largest logistics hub in the UK.
Mr Goodwill was joined by DP World Chairman, His Excellency Sultan Ahmed Bin Sulayem, to formalise the opening of the centre during a ribbon cutting ceremony.
The first phase of this high tech unit, which comprises 16,800m² (180,000 sq ft) of distribution and logistics space and 2,400m² (25,000 sq ft) of office space, has been finished to BREEAM “very good” standard, the world s foremost environmental assessment method and rating system for buildings.
Based on market demand, DP World is now planning to increase the size of the centre to 36,000m².
In partnership with DP World, the centre is being operated by Import Services Limited, a leading UK logistics services provider, offering a variety of activities on a pay-as-you-go basis.
Robert Goodwill MP, Parliamentary Under Secretary of State for Transport, said: “I am delighted to have been able to open the London Gateway Logistics Centre, which is the next step in this ground-breaking development on the north-bank of the River Thames which is breath-taking in its size, scale and attention to detail.
“DP World London Gateway is an excellent example of the benefits inward investment brings to UK infrastructure and the economy.
“Any project that gives the country an edge, whether it be generating supply chain efficiency or leading the way in environmental sustainability, should be commended.”

Port of Victoria takes steps to attract business
The Port of Victoria is looking to sharpen its competitive edge with a certification that ensures 400 acres of its land is ready for development.
McCallum Sweeney Consulting certified the Victoria County Navigation District South Industrial Site as a large site.
Studies were conducted to ensure the site wasn t in wetlands, a flood plain. It was also looked at for any archaeological or environmental problems and to see if it was free of liens.
The certification will help the port entice companies to move land, said Mike Sizemore, spokesman for the port.
The certification lets companies know there are no obvious problems with the land before sinking any time and money into it, he said.
"We all work very hard to try to bring in new jobs and economic development in the area," Sizemore said. "Right now, there are multiple large businesses - manufacturing and other companies - looking to move to Texas and looking at Victoria. Port commissioners do everything they can to attract those. We re in a very competitive environment with other states and other areas of the state."
Port commissioners worked with the Victoria Economic Development Corporation and American Electric Power to complete the studies for the McCallum Sweeney certification.

The DP World London Gateway Logistics Park is located adjacent to the UK’s newest deep-sea terminal on the door-step of the largest consumer market in Western Europe.

It is the perfect example of how retailers and cargo owners can achieve cost savings by positioning themselves strategically, here, in the right location for trade.”
John Eynon, Managing Director, Import Services Limited, said: “In just two months of operations at the new London Gateway Logistics Centre, the strong demand for our services means we are already approaching capacity of phase one and now seeking to accelerate development of additional warehousing space at London Gateway.”

BHP Billiton Injects USD 240m in Port Hedland
Australia-based mining giant BHP Billiton has assigned USD 240 million to purchase six additional tugs and construct a new eight pen Tug Harbour at Hunt Point in the Port Hedland Port, Australia’s largest bulk export port.
BHP Billiton said that the investment will also include the upgrade of workshop facilities, operational and service berths and two small boat moorings at the existing Nelson Point Tug Harbour.
“The project will mitigate the risk of a channel blockage by ensuring the continued safe escort of vessels in and out of the Port Hedland Inner Harbour.
“This project will enable BHP Billiton to safely meet projected demand for tug services and effectively manage shipping risk for all users of the Port Hedland Port,” said BHP Billiton Iron Ore President, Jimmy Wilson.
The new Tug Harbour improves upon previous designs with the facility requiring minimal dredging and marine-based infrastructure and having less environmental and visual impact.
Earthworks are scheduled to commence in the December 2015 quarter with construction expected to be complete in the September 2016 quarter. The project is expected to create up to 200 jobs in Port Hedland during construction.
The investment comes amid launching of USD 70 million upgrade plans at the port, which will include construction of a new marine control tower and operations centre due to be operational in early 2018.
