Italian offshore ship boarded by armed pirates in Mexico waters, VIDEO
Offshore supply ship REMAS was attacked and boarded by armed pirates on Apr 9 at around 2230 LT in Gulf of Mexico, some 70 nm N of Puerto Dos Bocas, Mexico. Pirates fired several shots and took several crew, including officers, as hostages. They plundered the ship, taking with them all valuables, including ship’s equipment. Understood hostages were taken as human shields during attack, to subdue the crew, and weren’t kidnapped. Understood all 30 crew remained safe and unhurt.
Romanian members of the crew later posted in youtube video, which captured pirates threatening crew into obedience.

REMAS was again attacked on Apr 4 this year, when a boat with 8 armed pirates on board approached the ship, but couldn’t board, thanks to ship’s maneuvering.

Singaporean tanker boarded, taken to Iranian waters. Hijacked?
Anchored tanker was reportedly boarded by armed men in Gulf of Oman in the afternoon Apr 14, no other details were available. According to latest information and tankers tracks in the area, chemical tanker SC TAIPEI was boarded, and taken to Iranian waters. She was anchored in Iranian waters off Mobarak, exact time unknown. What’s all about, is as of now, 1730 UTC Apr 14, absolutely unclear. Tanker was en route from India to Jubail UAE, she anchored NE of Fijairah on Apr 10.

Seafarers demand greater levels of personal protective equipment both for themselves and workers they come into contact with in daily operations - - Splash 247
Seafarers have been in touch with the charity Human Rights at Sea (HRAS) calling for greater levels of personal protective equipment (PPE) including face masks and gloves to be made more widely available, not just for themselves, but for those maritime workers who come onboard their vessels including surveyors, agents, pilots and stevedores.

On January 31, the World Health Organization (WHO) declared the coronavirus outbreak a public health emergency of international concern under the WHO international health regulations, triggering an increased global response to the pandemic, while for seafarers, regulation 4.3 of the 2006 Maritime Labour Convention applies, which covers health and safety protection and accident prevention highlighting that each member shall ensure that seafarers on ships that fly its flag are provided with occupational health protection and live, work and train onboard ship in a safe and hygienic environment.

Worldwide, there is increased detailed reporting of port state measures by the likes of North P&I Club which highlights restrictions and the need for PPE, for example in Australia whereby: “Crew must also use personal protective equipment in public spaces on board the vessel whilst non-crew members are on board.” and in relation to Greece: “During the presence of MOH personnel on board, any crew members within a distance of less than 2 meters must wear all the protective equipment.”...

India: Goa State to submit report on seafarers to PM in 2 days - The Navhind Times
Chief Minister Pramod Sawant on Tuesday claimed that state government has informed the Centre that arrangement has been made by the state to quarantine up to 20,000 people including Goan seafarers, who are stranded across the world.

Speaking to media persons, he said the state government will submit a report to Prime Minister Narendra Modi on seafarers issue in two days.

“The state is ready to bring back the sailors. There are enough facilities to keep them under quarantine,” he maintained.

Picture on the seafarers issue will become clear within next two days, the Chief Minister claimed, adding that the state government is in touch with the Prime Minister Office and the Delhi resident commissioner.

Minister for Transport Mauvin Godinho said that decision on bringing back the marooned Goan seafarers will be taken at a cabinet meeting to be held very shortly.

Addressing a press conference at the BJP office in New Vaddem on Tuesday after paying floral tributes to the portrait of Dr Babasaheb Ambedkar on his 129th birth anniversary, Godinho said, “The decision on bringing back the stranded seafarers will be taken at a cabinet meeting to be held shortly. The state government is committed to the welfare of the people and those who are in a urgent need during the outbreak of COVID-19 pandemic.”

Cortalim MLA Alina Saldanha appealed to the Chief Minister to expedite the process to bring the Goan seafarers back to the state.

Fuel cell technology for large ships a step closer - Dry Cargo International
ABB has signed Memorandum of Understanding (MOU) with Hydrogène de France to jointly manufacture megawatt-scale fuel cell systems capable of powering ocean-going vessels.

The MOU between ABB and hydrogen technologies specialist Hydrogène de France (HDF) envisages close collaboration on the assembly and production of the fuel cell power plant for marine applications.

Building on an existing collaboration announced on June 27, 2018 with Ballard Power Systems, the leading global provider of proton exchange membrane (PEM) fuel cell solutions, ABB and HDF intend to optimize fuel cell manufacturing capabilities to produce a megawatt-scale power plant for marine vessels. The new system will be based on the megawatt-scale fuel cell power plant jointly developed by ABB and Ballard and will be manufactured at HDF’s new facility in Bordeaux, France.

Fuel cells turn the chemical energy from hydrogen into electricity through an electrochemical reaction. With the use of renewables to produce the hydrogen, the entire energy chain can be clean....

Piracy and armed robbery a threat to ships crews, warns IMB - ICC - International Chamber of Commerce
Seafarers face continuing threats from pirates and armed robbers on the world’s seas, says the International Chamber of Commerce’s (ICC) International Maritime Bureau (IMB), reporting 47 attacks in the first three months of 2020, up from 38 in the same period last year. Pirates boarded 37 ships in the first quarter of 2020.

The Gulf of Guinea remains the world’s piracy hotspot. Seventeen crew were kidnapped in three incidents in these waters, at distances of between 45 and 75 nautical miles from the coast.

IMB’s latest global piracy report shows zero hijackings in the last two quarters, and no incidents around Somalia. But with no sign of a reduction in attacks worldwide, IMB encourages shipowners to stay vigilant, calling for continued international cooperation....

Nigeria: COVID-19: Seafarers seek NIMASA s intervention in crew change - New Telegraph Newspaper
Nigerian seafarers have called on Nigerian Maritime Administration and Safety Agency (NIMASA) to issue a directive for crew change onboard vessels.

It was learnt that the seafarer were currently facing the challenge of crew change onboard their vessels as indigenous ship owners refused to effect change since the outbreak of COVID-19 in the country after the mandatory 14 days issued by international oil companies (IOCs).

According to spokesperson of the Maritime Professionals Forum (MARPRO), Capt Segun Akanbi, crew change had been very difficult, saying that some seafarers were stuck onboard with fatigue gradually setting in.

For marooned crews and cruise lines, port closures and flight restrictions have further complicated efforts to repatriate staff members. In some cases, cruise liners have resorted to sailing for days to drop crew members off at ports in their home countries.

“Sometimes in a global crisis such as this, caution and fear can take over in some people in some countries, and what would normally be a basic level of human decency to allow these men and women into a port to be able return to their homes — yet surprisingly it has been denied by some countries in recent weeks,” said Roger Frizzell, a senior vice president for Carnival.

So, crews sit, waiting to be helped back home by an industry that the CDC in its order accused of not sufficiently controlling the scope of the coronavirus outbreak and of relying too heavily on federal, state and local resources as passengers and crew members became sick.
