S. Korea: Shipbuilders nervous as oil prices plummet
South Korean shipbuilders are jittery as oil prices in the US plummeted to negative territory for the first time in history this week, coupled with the reduced demand for crude oil and global shipments driven by the novel coronavirus pandemic.
The business outlook for the global shipbuilding industry is also not very rosy.
In the first quarter of this year, global orders for ships fell 78 percent year-on-year to 2.33 million compensated gross tons. Here, only two liquefied natural gas carriers — the major product in Korean shipbuilders’ portfolio — were ordered during the period, according to the Korea Offshore & Shipbuilding Association.
Clarksons Research forecast 756 ships are likely to be ordered this year, down 23.4 percent from last year....

India: Coronavirus spread to weigh on domestic ports and logistics sectors
The spread of Covid-19 has made business tougher for domestic ports and logistics firms, which were already grappling with slow earnings growth.
At present, sectors like warehousing, trucking, and last-mile delivery, are facing several challenges. Labour shortage has turned out to be the biggest one, across segments.
A longer turnaround time in case of ports, demand shock impacting volumes, and supply chain disruption impacting last-mile delivery, are other challenges.
“Factoring in the demand shock and supply chain disruptions, we are cutting FY21E and FY22E volume growth for Adani Ports to -2 per cent and 11 per cent, and for Gujarat Pipavav Ports to -3 per cent and 11 per cent (earlier 10 per cent each), respectively,” said Edelweiss Research in its report....

Container shipping capacity down 9% in April, reveals eeSea data; global capacity for 2020 already cut by 7.5%
New analysis conducted by maritime intelligence company eeSea has revealed the extent of the impact of COVID-19 on global container shipping capacity.
According to the latest data – updated daily – a total of 302 of 2,693 sailings, or 11%, have been cancelled in May on all the main line trades.
In the first six months of 2020, a total of 1,675 sailings have been cancelled, or 11%; which comes out at 13% for 2M, 17% for Ocean Alliance and 17% for THE Alliance, while only 8% of non-alliance sailings have been cancelled.

Tankers: A Return to Normality or More Headwinds Moving Forward?
Tanker owners will have to answer a series of questions in order to determine future demand for their services, once the global economy returns to some sort of normality, after the lockdown measures adopted by dozens of countries worldwide. The hope will be that not too much structural change in oil consumption patterns, will have occurred.
In its latest weekly report, shipbroker Allied Shipbroking said that “in the midst of these troubling economic conditions, the tanker market has enjoyed a renewed tail wind in its sails. The brawl that spawned between Russia and Saudi Arabia in late March has as a consequence caused the complete opening of the “taps” by some of the largest oil producers in the world, with Saudi Arabia itself saying it would ship an astonishing 12.3m barrels a day in April”, said the shipbroker....

India: DG Shipping issues sign off protocol for seafarers - Oherald
Almost 22 hours after the Ministry of Home Affairs issued a Standard Operating Procedure (SOP) for seafarers’ sign in and sign off, the Director General (Shipping) issued its protocol for disembarkation of Goan seafarers from three ships off Mumbai coast.
The protocol issued by Director General Shipping Amitabh Kumar is on similar lines to that issued by MHA on Tuesday.
The sign-off guidelines say the master of a vessel, before arrival at its port of call in India, shall ascertain the state of health of each person on board the vessel and submit the Maritime Declaration of Health to the health authorities of the port and to the port authorities.
In addition, it says, the information required by the local health authorities of the port, like temperature chart, individual health declaration shall be provided by the master as per the directives of the health authorities of the port. Port health authorities shall grant pratique to the vessel prior to berthing as per necessary health protocols.
“Seafarer to wear necessary PPE (masks, hand gloves) on arrival, seafarer will be cleared by immigration authority and would undergo the COVID-19 test to confirm that he/she is negative of COVID-19,” the protocol says.
Further, it adds, after disembarking and till the time the seafarer reaches the facility for sample collection/testing to be mutually decided by the port and State government, within port premises, it will be ensured by the shipowner/RPS that all safety precautions as per standard health protocol are observed.
“Till the time test reports are received, the seafarer shall be kept under quarantine facility approved by the port and State health authorities. If the seafarer is tested ‘positive’ for COVlD-19, he/she will be dealt with as per the procedures laid down by MoHFW. Seafarer arriving on a vessel from any foreign port within 14 days of departure from foreign port shall be kept in quarantine for 14 days. On completion of 14 days, he shall undergo a COVID-19 test to confirm ‘negative’ test, the protocol states.
Further, it says, upon a seafarer testing ‘negative’, the ship owner/RPS agency to identify seafarer’s travel route post sign-off, details of vehicle and driver have to be uploaded on DGS website ‘e-pass for seafarers link’ for generation pass, if needed, details of seafarer as per Form I/IIIA are to be uploaded on DGS website

India: First batch of Indian seafarers disembark in Mumbai - Todaynewspaper
A total of 145 crew disembarked from U.S. cruise ship Marella Discovery on Thursday, making them the first batch of Indian seafarers to be allowed by the government to return.
These seafarers had spent over 40 days in Indian waters as the government put together a standard operating procedure (SOP) for them in wake of COVID-19 pandemic.
After Marella Discovery called in at the Mumbai Port Trust (MbPT) around 10.30 a.m., the Indian crew were out through a four-stage disembarkation process before being sent to a government-authorised quarantine facility.
It was an emotional moment as the remaining crew of Marella Discovery, led by its captain Chris Dodds, bid their Indian colleagues goodbye, with promises that they would all sail through the pandemic and regroup for another voyage in the near future....

Japanese Officials Puzzled By Outbreak On Docked Cruise Ship - TPM
Japanese officials are investigating an outbreak of the coronavirus among crew members of a cruise ship in Nagasaki, which has puzzled authorities because the southern port city has a relatively low number of infections and the vessel has been docked for almost three months.
The outbreak on the Italian-operated Costa Atlantica surfaced Tuesday when officials from Nagasaki and Mitsubishi Heavy Industry, which is in charge of repairs and maintenance on the ship, announced that a crew member developed a cough and fever. By Thursday, 47 crew have tested positive for the virus, a Nagasaki prefectural official Hironori Hashiguchi said.
The ship has 623 crew, including a Japanese translator, and no passengers. It came to Nagasaki after changing its repair plan in China due to the pandemic. Officials did not disclose the nationalities of the crew....

Indian govt allows crew changes at country s ports - Seatrade Maritime News
India is to allow crew changes of Indian national seafarers for vessels docked or anchored at its ports a move which could go small way to ease the global crisis.
The move by the Indian government comes despite being embattled over the need to persevere with a countrywide lockdown imposed since 25 March following the outbreak of the COVID-19 pandemic.
A number of Indian seafarers had been stranded on ships docked at, or within the anchorage of, Indian ports. The lockdown restrictions had also prevented seafarers from joining ships for duty.
Home Secretary A K Bhalla said in an order that the sign-on and sign-off of Indian seafarers at the country’s ports would have to conform to a standard operating procedure (SOP) for Indian merchant shipping vessels framed by the government.
In the case of signing-on to the ship, the shipowner or the Recruitment and Placement Service (RPS) agency would identify the Indian seafarers for joining a vessel. The seafarers, on their part, would intimate their travel and contact history for last 28 days to the shipowner or the RPS agency by email, as per procedure laid down by Director General of Shipping (DGS)....
