LR in agreement to develop world's largest autonomous ship
Lloyd's Register (LR) has joined with ST Engineering Electronics, Mitsui & Co., and Smart City Solutions to develop the world s largest autonomous vessels.
The partners companies signed a Memorandum of Understanding (MoU) in Singapore on Wednesday to co-operate on the Development of Ocean-going Autonomous Navigation System on a Marine Asset . The MoU forms the foundation of the Maritime & Port Authority of Singapore (MPA) funded 'World's Largest Ocean-Going Autonomous Vessel Programme .
"However, this project, a world first for the deployment of autonomous navigational technology to an ocean-going vessel for commercial operations, pushes the boundaries of autonomous technology and moves the industry towards deployment of autonomous navigation systems onboard vessels for enhanced performance and critically, safety."
The development of autonomous shipping has raised concerns over seafarers jobs, but McKaren commented: "Autonomous systems will also provide opportunities for skilled seafarers to focus on what they do best, and the safe and sustainable integration of autonomous systems relies on the appropriate engagement with seafaring professionals."
"LR's involvement in this project builds on the capability and experience already gained from our partnership in other industry-leading and world first autonomous projects," said Andy McKeran, LR commercial director Marine & Offshore.

MPA pledges $8.88m funding to train seafarers
The funding will help train 90 Chief Mates and 90 Marine Engineers.
The Maritime and Port Authority of Singapore (MPA), together with Employment and Employability Institute (e2i) and partner companies, has pledged a total $8.88m to extend funding for the Certificate of Competency (CoC) Class 5 (Special Limit) programmes until 2021.
The CoC (Special Limit) programmes train Singaporeans to become navigation or engineering officers who serve on board ships operating in the immediate region.
The $8.88m funding will go towards grooming and training 90 chief mates and 90 marine engineers. According to the announcement, both the chief mate and marine engineer programmes will prepare and equip trainees with the necessary competencies to perform ship-handling duties, with the opportunity of securing employment even before their training commences.
Meanwhile, the CoC Class 4 (Special Limit) master and chief engineer programmes will also receive extended funding until 2020 to support the current pool of professionals as they improve on their competencies to become qualified masters and chief engineers in the future. An LNG Bunkering Course (Management and Operational Level) will also be added to their training syllabus.

Belships Continues with Fleet Expansion
Norwegian shipping company Belships ASA has entered into an agreement to acquire a secondhand 63,000 dwt bulk carrier.
The Ultramax ship in question is M/V Sofie Victory, built at New Times Shipbuilding in China in 2016.
As informed, Belships will acquire all shares in the single purpose company Sofie Victory AS, being the owner of the vessel.
Sellers are Norway-based company EGD Ultra Eco AS, which holds 80 percent of the shares in Sofie Victory and Cyprus-based Blossom Shipmanagement, which owns 20 percent of the shares in the bulker.
The agreed purchase price is USD 24.15 million, of which approximately USD 14 million is debt, according to Belships.
Of the net consideration of approximately USD 10 million, USD 2 million will be paid in cash while the remaining amount will be settled through a proposed issue of new Belships shares to the sellers of Sofie Victory AS.
The 78,500 cbm vessel is time chartered to ED&F Man Shipping until March 2021.
The acquisition is expected to be completed by the end of the second quarter of 2019.
Following the transaction, the Belships fleet will count 17 Supramax and Ultramax bulk carriers. Furthermore, Belships will take delivery of one newbuilding in the first half of 2020.
Belships said that the acquisition of Sofie Victory and the proposed share issue will, in accordance with Belships shareholder strategy, further expand the company s shareholder base and improve share liquidity.
Earlier this month, the company also inked an agreement to acquire a 58,700 dwt bulker from Wenaas Shipping. The agreed purchase price is USD 13 million, of which half will be paid in cash.

Seafarer Medevaced from CMA CGM Boxship off Texas
A crewmember of a CMA CGM-operated containership was medically evacuated by the U.S. Coast Guard near Galveston, Texas, on April 9.
The medical assistance from Houston-Galveston watchstanders was requested by the 5,089 TEU boxship CMA CGM Alcazar.
Watchstanders consulted the duty flight surgeon who recommended a medevac.
The evacuation was carried out by a coast guard response boat. The crewmember was reported to be in stable condition, according to the coast guard.
The 2007-built CMA CGM Alcazar is currently docked in the Port of Houston, according to AIS data. The vessel arrived in Houston after departing the port of Altamira, Mexico, in the morning hours of April 8.

Alfa Laval s PureBallast 3 Gets USCG Updated Approval
The US Coast Guard has issued an updated type approval for Alfa Laval s PureBallast 3 ballast water treatment technology.
As explained by the Swedish engineering group, the new certificate, awarded on April 4, makes it possible for vessels to deballast in the United States waters with a holding time of just 2.5 hours.
This holding time, which is due solely to a technical testing procedure, is only applicable if the vessel crosses over into another Captain of the Port Zone within this very short time.
"We are committed to keeping operations simple, even under the more complicated USCG legislation," Anders Lindmark, Head of Alfa Laval PureBallast, said.
"The new, and dramatically reduced, holding time for PureBallast 3 removes a key frustration when operating in United States waters."
Holding time is a designated interval between the completion of ballast water uptake and the start of ballast water discharge. The reason UV treatment systems have had holding times in United States waters is the difference in testing methods used by IMO and the USCG to verify biological disinfection performance.
However, the recent signing into law of the Vessel Incidental Discharge Act (VIDA) paves the way for the USCG to re-evaluate the IMO-endorsed method. If the USCG decides to accept the same testing principle used by IMO, suppliers of UV treatment systems will likely be able to reapply for USCG type approval based on the IMO testing methodology, Alfa Laval explained.
"Alfa Laval is closely following the developments related to VIDA, but we have chosen not to wait for a change in the USCG legislation," Lindmark said.
"PureBallast 3 has the fewest limitations of any ballast water treatment technology, and the minimized holding time in United States waters makes those limitations even fewer."

MSC Cruises Gets Approval for New PortMiami Cruise Terminal
MSC Cruises has received approval for its new cruise terminal at PortMiami from the Miami-Dade Board of County Commissioners on April 9.
The company would design, construct, operate and maintain a large building that hosts two cruise terminals (AA and AAA) as well as two berths. The terminal would support the company s expanding presence in North America, and particularly in the Caribbean, according to MSC Cruises.
The new PortMiami terminals will be capable of hosting two mega cruise ships at the same time, allowing the company to conduct two turnaround operations simultaneously, handling up to 28,000 passenger movements per day.
"With another 13 cruise vessels due to join our fleet in the next eight years, our ambition is to have our most innovative ship classes represented at PortMiami," Pierfrancesco Vago, MSC Cruises Executive Chairman, said.
MSC Cruises currently operates four vessels out of PortMiami, MSC Seaside and MSC Armonia year-round, MSC Divina seasonally, and MSC Meraviglia, which will join the ships sailing from Miami this fall, seasonally. With the new cruise facilities, the company will bring a total 1 million guests through PortMiami each year.
Work on the new terminals is scheduled to commence in early 2020. MSC Cruises estimates that the construction would be completed by late 2022, at which time the company would transfer all its PortMiami operations to the new terminal.

Indian Suezmax tanker covertly delivered Iranian oil to Syria and ran aground
Suezmax crude oil tanker TOUR 2 is to be refloated and taken from Latakia beach, Syria, this or next week, probably. Tug or tugs are already under way, after salvage company was contracted. Tanker was beached by storm on Jan 15-16, photos appeared in social nets shortly after grounding, but the name was unreadable and there was no AIS record of any big ship anywhere near Latakia coast. Russian and Ukrainian social nets assumed big ship arrived from Russia, but Russian/Ukrainian observers often make mistakes and take false assumptions, especially in matters maritime. Well, as it finally became known, tanker didn t arrive from Russia, but still, her voyage was performed in a clandestine manner.

Ports authority issues guidelines on transfer of overstaying cargoes
The Philippine Ports Authority (PPA) has laid down the procedures for the transfer of overstaying cargoes, including their sale in case of abandonment, to bring efficiencies in port services that would benefit the entire supply chain.
PPA General Manager Jay Daniel Santiago issued Administrative Order (AO) 02-2019 or the "Guidelines on the immediate transfer of overstaying import cargoes from terminals to designated ports," which took effect on April 5.

Vallarpadam terminal adds China-India Express service for faster connectivity
DP World-operated International Container Transshipment Terminal (ICTT) in Kochi added a new weekly mainline service - the China-India Express 2 - operated by Wan Hai Shipping Line.
The maiden vessel called on Vallarpadam Terminal on Tuesday and the service is expected to strengthen direct connectivity from Kochi to Far East locations.

Cargo Ship Allides with Kiel-Holtenau Lock
Antigua & Barbuda-flagged cargo vessel allided with the control center of Kiel-Holtenau Lock in Kiel, Germany, on April 7, 2019.
The incident occurred while the ship, identified as BBC Amethyst, was entering the northern chamber of the lock on Sunday morning, according to Kiel Police Department.

CMA CGM Finalizes Tender for CEVA Logistics
French shipping major CMA CGM has completed its public tender offer to acquire CEVA Logistics.
Following the close of the offer launched in mid-February, the shipping company would hold 97.89% of the outstanding shares and voting rights of CEVA upon settlement of the tendered CEVA shares, scheduled for April 16, 2019.
